Installation of approximately 19,000 linear feet of 30" double-barrel HDPE force main (38,000 linear feet total pipe length), approximately 6,620 linear feet of 10" and 14" HDPE Force Main, and approximately 19,250 linear feet of 4" double barrel PVC conduit (38,500 linear feet total pipe length) for fiber optic installation (by others) with all other necessary appurtenances. It is the responsibility of the Contractor bidding to use proper scaling, paper size, etc., for bid quantities. Failure to do so may result in error in the Unit Bid Quantities and/or Proposal Amounts. Addendum #1 has been issued as of 7-16-2025. The objective of this exploration was to provide information to generally characterize the subsurface conditions at the boring locations and develop geotechnical engineering recommendations for design and construction associated with replacement of the sidewalk and construction of a proposed replacement retaining wall. To accomplish its intended purpose, this work has been conducted in the following phases: 1. Drilling of test borings to determine the general subsurface conditions at the locations and depths of the test borings and to obtain samples for laboratory testing; 2. Performing laboratory tests on selected samples obtained during the exploration program to determine pertinent engineering properties of the subsurface materials; and, 3. Performing engineering analyses, using the field and laboratory data to develop geotechnical-related information to be used by others for the design and construction of the proposed improvements. Question Deadline 07/29/2025; All questions, interpretations, etc. shall be posted to the question and answer portal The primary objective of this study was to gather subsurface information along the proposed water line alignment. This objective was accomplished by: 1. Drilling eight (8) borings, ranging from 70 feet to 80 feet below the existing ground surface, for a total combined footage of 613 Lineal Feet (LF) along the alignment/near the proposed crossings. 2. Performing laboratory tests on select samples to determine physical and engineering characteristics of the subsurface materials. 3. Providing a Geotechnical Data Report summarizing the subsurface conditions and laboratory test results. Subsequent sections of this report contain descriptions of the field exploration, laboratory testing program, subsurface conditions, groundwater conditions, and limitations. The City of Seguin is planning to construct a new concrete retaining wall and concrete sidewalk to replace the existing sidewalk located in East Starcke Park, Seguin, Texas (Project Site). It is our understanding that the sidewalk will be approximately 0.8 miles long and the retaining wall will be a cantilever reinforced concrete retaining wall that will be 550 feet long with varying height along its length as shown on the site drawings plan in Appendix A. TRC Engineers, Inc (TRC) was retained by the City of Seguin (Client) to provide geotechnical engineering service. This Geotechnical Engineering Report presents the results of our geotechnical field and laboratory testing, as well as a discussion of our findings and recommendations for design and construction of the proposed improvements. The new wall is being designed by TRC's structural team. This work was performed in general accordance with our Proposal, and subsequent authorization by execution of our agreement. In conjunction with this exploration program, we reviewed the Topographic Survey of East Starcke Park proposed retaining wall prepared by TRC's survey team. This plan shows the existing site layout and topography in the vicinity of the subject retaining wall. We also reviewed an electronic (AutoCAD) working version of this plan. Detailed plans for the proposed retaining wall were not yet available at the time this report was prepared. However, based on conversations with TRC's structural team, we understand that the wall is planned to consist of a conventional reinforced concrete (RC) U-shaped wall . A. Furnish all labor, materials, tools, equipment, and related items required to perform exfiltration testing and deflection testing of facility piping systems and to perform pressure and leakage testing of pressure pipelines. B. All testing shall meet minimum TCEQ requirements. TCEQ requirements shall govern and supersede requirements herein. C. The treated effluent pipeline shall be tested as a gravity sewer pipeline. D. For filling of empty force main pipes, the flow velocity in the pipe shall NOT exceed 1.5 ft./sec., so as to not damage the air release valves. A. The Contractor shall provide solid wall high density polyethylene pipe (HDPE) (PE4710) and fittings which conform to AWWA, ASTM and other referenced documents listed in this specification with flanged and thermal butt fusion joints complete in place. Pipe will convey raw sanitary sewage. The HDPE pipe, fittings, etc. shall be manufactured within the United States of America and resins used shall be at least 60% composed of USA made raw materials, with the entire system being IIJA/BABA compliant. B. The double barrel force main pipe (excluding the two river crossings) shall be HDPE pipe, 30" OD, IPS, DR13.5, pressure class 160 psi. C. For the two (2) river crossing, the force main pipe shall be HDPE pipe, 30" OD, IPS, DR9, pressure Class 250 psi. Reference the drawings for the extents (pipe lengths) of the DR9 pipe. D. The 10" and 14" force main pipe shall be HDPE pipe, 14" OD (for 14"), 10.75" OD (for 10"), IPS, DR 13.5, pressure class 160 psi. E. The 18" storm sewer pipe shall be HDPE pipe, 18" OD, IPS, DR 26" OD, pressure class 80 psi. F. For the 8" force main Alternate Bid (in lieu of the 14"/10" force mains) the pipe shall be HDPE pipe, 8.625" OD, IPS, DR13.5, pressure class 160 psi.
