The Urban Renewal Agency of the City of Eugene, Oregon is requesting qualifications from development teams for the redevelopment of the North Butterfly Lot, at the southwest corner of East 7th Avenue and Oak Street in Downtown Eugene. The successful team will have a proven track record in developing similar sites, demonstrated financial capacity, and a focus on urban design that is responsive to site context and contributes to district revitalization goals. The North Butterfly Lot is a shovel-ready, .67 acre site at the heart of Eugene's most compact, walkable, and complete neighborhood. It is adjacent to the new Farmers Market Pavilion and Plaza and the conference center at the Graduate Hotel. Sitting at the threshold between the Park Blocks and the traditional core to the south, and the burgeoning Market District and Downtown Riverfront Neighborhood to the north and northeast, redevelopment of the site is a unique opportunity to tie Downtown Eugene together. The City of Eugene and its Urban Renewal Agency are eager public partners to help the site reach its potential. The City recently established the Downtown Core Housing Initiative, a mix of financial tools, to support the construction of new housing in the heart of downtown. The Agency has prepared the site for development, with key entitlements secured. The property lies in the heart of Eugene, Oregon, the second-largest city in the state (pop. 178,000) and is the center of the Eugene-Springfield metropolitan area, which has a population of about 380,000. Eugene lies between the Coast Range and the Cascade Range mountains and is known for its recreational opportunities and natural beauty. It is regularly identified as one of the country's most livable mid-sized cities. Liveability.com recently named Eugene as one of the "Top 100 Best Places to Live in the US in 2025." The Agency invites responses from prospective redevelopment teams setting forth details regarding the applicant's experience and capacity to undertake the development of the North Butterfly Lot and their preliminary vision for the site.
