The City Reserves the right to reject any and/or all bids, and may accept that which is most advantageous to the City of Mt. Vernon. The successful bidder shall be an equal opportunity employer. Envelopes containing bid shall be plainly marked on the outside specifying project "2025-26 MANHOLE LINING PROJECT". A conditional or qualified BID will not be accepted. Project consists of Lining 66 Manholes, ranging from 5.5 to 20 feet in depth, with an approximate vertical footage of 561 feet. The City has mapped and identified the sanitary sewer manholes to be lined. Manhole depths, sizes, and constructed materials are identified on Attachment 1. This sheet identifies which manholes are to receive the various coatings. 2. The various coatings are the following: a. Cementitious liner shall have a minimum thickness of .75 inches. b. Solid Epoxy Coating shall have a minimum thickness of 0.1 inches. c. Flexible Joint Chimney Seal shall be a cured in place seal with a minimum thickness of .25 inches 3. Pre-Cleaning - The Contractor shall clean the manholes to be lined thoroughly before commencement of the lining process. Surface preparation shall be done with Low Pressure Water Cleaning (4,000 psi min) and/ or hand or tool cleaning. All unsound concrete, contaminants, dirt, debris, deteriorated reinforcing steel, deteriorated steps, root masses, mineral or other attached deposits, or any other matter not herein defined, shall be removed from the manhole at this time. 4. Cementitious Manhole Lining - A Cementitious liner with a minimum of .75 in thickness shall be used. The Cementitious liner shall be able to withstand corrosive environments with a PH of 3 or higher. The intent of the Cementitious lining process is to rehabilitate the manhole. The Contractor shall provide a cementitious restoration material designed for structural build-back, I&I abatement, corrosion resistance, and repairing inverts. All materials applied to a structure shall be compatible, as specified by the manufacturer. All materials used shall meet the attached NASSCO Specifications attached to this document. 5. Solid Epoxy Coatings- a Solid Epoxy Coating with a minimum of 100 mil thickness shall be applied over the Cementitious coating. The Contractor shall provide a solid epoxy coating designed to improve the chemical and temperature resistance of the structure 6. Flexible Joint Manhole Chimney Seal- A Chimney Seal Shall be applied by trowel to the joint between the chimney and frame of a sewer manhole at a minimum thickness of 1/4" to protect against, I&I, cracking from freeze/thaw and traffic. 7. Application- all Cementitious coatings shall be applied to a clean, wet surface to insure proper bonding between the original manhole material and the cementitious coating. Secondary epoxy coatings shall be applied while the Cementitious coating is still wet and curing to insure a proper bond between the two Coatings. 8. Bypass Pumping - Contractor, as part of the project, shall provide such piping, pumping, connections, fittings, and other appurtenances as necessary to bypass flows. There shall be no disruption of flow to the existing lines caused by the installation of this bypass, nor shall any sewer spills or overages be caused as a result of this action. This cost shall be incidental to the cost of the project. 9. Post Installation Inspection and Documentation - After the installation and curing of the Cementitious liner, and after the reinstatement of any bypassed/ restricted flow, the Contractor shall perform a visual inspection to document the condition of the rehabilitated manholes. Documentation shall include a minimum of 1 photo of each lined structure, liner thickness for each layer. This cost shall be incidental to the cost of the project. THE CITY SHALL PERFORM AN INSPECTION UPON COMPLETION OF THE PROJECT. 10.Flowline obstructions -- Contractor is required to ensure that no lining material has entered the main. No lining material shall be left in the flowline of the main which may cause obstructions. Any material found left in the main during inspection will be the responsibility of the contractor to remove. 11.Traffic Control - The Contractor shall be solely responsible for all signage, flagging, cones, personnel and any other item or personnel required for traffic control. The cost of traffic control shall be incidental to the project. 12.Waste Disposal: All waste shall be removed from the system and disposed of by the contractor in accordance of local and state regulations. This cost shall be incidental to the cost of the project. 13.Water: Water will be provided at no charge to the contractor. A traveling Meter will be provided for the purpose of tracking water used for the project. 14.Access: manholes pertaining to the project are accessible with no known obstructions.
