The State of Vermont (hereinafter the State) is seeking proposals for the Department of Environmental Conservation which is seeking floodplain management specialists to assist local flood hazard area administrators and state floodplain officials with Substantial Damage (SD) assessments and post-flood permitting after a flood emergency. This RFP may result in contract agreements with multiple contractors depending on the proposals that are received. As needed, contractors will be asked to provide a proposal, the Work Plan Cost Estimate (WPCE), to the State for individual projects to support the state in assisting municipalities or other government entities in substantial damage assistance tasks after a major flood. The contractor will be responsible for providing vehicles necessary to get to assisted communities. All contractor staff will provide their own safety clothing, equipment and materials (e.g. Personal Protective Equipment) necessary to perform the assigned tasks. All contractor staff will have a personal photo identification badge to wear during inspections (either provided by employer, State Floodplain Management program or community). Responses: July 2, 2025, 12:00 pm EST. Insurance Respondents to this RFP should be aware that they will need to agree to the State of Vermont Customary Contract Provisions (Attachment C) in order to execute an agreement for this project. Special care should be paid to Workers' Compensation coverage for out-of-state Vendors. Vermont statute requires insurance carriers be specifically licensed to write Workers' Compensation coverage in Vermont. Out-of-state Vendors may have Workers' Compensation coverage valid in their home state, but their carrier may not be licensed to cover workers' compensation for work actually performed by their employees in Vermont. The State reserves the right: o to accept or reject any and all bids, in whole or in part, with or without cause in the best interest of the State; o waive technicalities in submissions; (A technicality is a minor deviation from the requirements of an RFP that does not impact the substantive terms of the bid/RFP and can be considered without a material impact on the RFP process, etc.). If uncertain of whether a condition qualifies as a technicality, consult with the OPC or AGO for clarification. For example, a late bid is NOT considered a technicality; o to make purchases outside of the awarded contracts where it is deemed in the best interest of the State; and o to obtain clarification or additional information.
