Reference Number 0000296394 Bid Intent Deadline 2025/07/02 04:00:00 PM MDT Pricing Lump sum Request for Proposal and Statement of Work for completion of Phase II Environmental Site Assessments at Paul First Nation 1.3.2 First Nations Environmental Contaminants Program The successful consultant will also develop an application package for the First Nation Environmental Contaminants Program 2026 to 20271. The following requirements of the program will be considered in the application package: That the primary research proposal will focus on environmental contaminant identification, as well as collect sufficient information on human exposure routes (ex. dietary surveys and frequency of use surveys); The proposal will describe how Paul First Nation community leadership is to be developed; The proposal incorporates Indigenous knowledge; and Primary research projects should be carried out in partnership with academically trained. scientists with a strong background in exposure assessment, environmental epidemiology and human biomonitoring. The consultant will engage with Paul First Nation to determine the Nation's priorities and participation for the application package. Based on engagement with Paul First Nation, specific consideration should be given to the following during development of the application package: Potential contamination due to transmission lines and power poles; Potential contamination due to the CN railway operations, including derailments and spills along the railway; Potential contamination due to coal mining operations, with particular consideration of effects due to coal fly ash contamination on environmental and human health receptors. Given the potential that coal fly ash to contaminate soil and groundwater, and current data suggesting there may be impacts to nearby surface water and sediment, characterization of potential impacts is necessary to estimate potential exposure to humans. Analysis of silica (as airborne dust), molybdenum, metals and radionuclides should be considered, with distance from the power plant taken into account; Potential impacts of contamination sources on drinking water quality, and surface water quality of Wabamun Creek, Wabamun Lake and adjacent wetlands; and . Consideration of impacts on treaty rights, including access and use of country foods, at Wabamun 133 A/B and Buck Lake 133C given potential contamination. The consultant will work in partnership with Paul First Nation to submit the application package. prior to the 2025 submission deadline. Fees for preparing this application package must stand alone from the Phase II ESA tasks reviewed in this scope of work.
