The Housing Authority of the City of Decatur, AL (DHA or Agency) is seeking bids from qualified contractors to provide the following services: Decatur Housing Authority (DHA) is soliciting interested qualified contractors to furnish, labor, materials, tools, and equipment to provide on-call plumbing/sewer & drain services on an as needed basis. DHA plans to form a pool of agencies that DHA may contract with, as detailed within the Scope of Work. DHA staff will contact the 1st ranked bidder and check for service availability within DHA’s requirements. If there is no availability, then DHA will proceed to the next-ranked company, and so forth until DHA has located an available company. The Contractor shall furnish all labor, equipment, tools, parts, materials, and supplies required to repair, replace, remove, and install existing and new plumbing systems and water heaters as required. This includes the provision of all replacement parts and component systems required for existing building plumbing systems in accordance with all original equipment manufacturer specifications. Also, this includes restoration of emergency plumbing needs for tenants and DHA personnel within 2 hours of initial call. Reject any or all bids, to waive any informality in the IFB process, or to terminate the IFB process at any time, if deemed by the DHA to be in its best interests. Right to award by individual service, group of services, or as a total, whichever is deemed most advantageous to DHA. Reject and not consider any bid that does not meet the requirements of this IFB, including but not necessarily limited to incomplete bids and/or bids offering alternate or non-requested services. Licensing. A copy of the bidder’s business license allowing the contractor to provide such services within the City of Decatur, and/or the State of Alabama. The Agency will NOT pay any deposit or retainer fees at any time as a result of award of the ensuing contract (though the Agency may consider, under certain circumstances, a reasonable and justified payment for mobilization). The Contractor will be required to submit a full back-up detail of all hours worked, listed by no more than the “15-minute” standard. Continue(The DHA reserves the right to: Right to Reject, Waive, or Terminate the IFB. Reject any or all bids, to waive any informality in the IFB process, or to terminate the IFB process at any time, if deemed by the DHA to be in its best interests. Right to Not Award. Not to award a contract pursuant to this IFB. Right to award by individual service, group of services, or as a total, whichever is deemed most advantageous to DHA. The Housing Authority of the City of Decatur, Alabama (hereinafter, “DHA or Agency”) is a quasimunicipal corporation authorized by the State of Alabama, Morgan County, to operate in the City of Decatur, Alabama. DHA is governed by a five-member Board of Commissioners (Board) that is appointed by the mayor and serves staggered five-year terms. The Board is the policy-making body of DHA. Currently, DHA owns and/or administers 3 individual Asset Management Projects (AMPs), comprised of 600 public housing units. DHA also administers 56 apartment units, and 40 scattered site single-family rental homes owned and rented by Decatur Housing Development Corporation (hereinafter, “DHDC”). In addition, DHA administers 730 Section 8/Housing Choice Vouchers. DHA currently has approximately 29 full-time regular employees and 1 part-time employee. Your response to the Scope of Services and/or Technical Specifications must be complete, as it will become part of any contractual agreement. We appreciate the investment of time and resources firms are making by participating in this process. All submitted bids shall be evaluated for responsiveness to the requirements of the Invitation for Bids (“IFB”). Those responses not in accordance with the Invitation for Bids shall be deemed non-responsive and eliminated from further evaluation.)
