Stone Memorial Library Improvements Project Located at 1101 Main Street, Conneautville, PA, the requested bids for work at Stone Memorial Library consist of: Base Bid Work included under this project consists of repairing and repointing exterior brick walls on the north and west elevations of the building. The work will require inspection and identification of the area needing repair, brick repair and/or replacement as necessary, repointing with appropriate color, composition, and textured mortar, and protection of the surrounding areas during work and of newly repointed areas during curing. ADD ALTER- NATE No. 1 ñ Work included under this alternate consists of repair and/or restoration of approximately 40 feet each of upper and lower wooden cornices, brackets, and fascia board on the front of the building, and repair and/or restoration of approximately 75 feet of upper cornice, brackets and facia board on the north side of the Library. Work will require inspection and identification of the area requiring repair; removal of any loose, damaged or deteriorated sections and repair or replacement of sections as needed to match the original design and materials; repair or replacement of approximately 12 inches of metal roofing on lower and upper cornice sections on front of building; appropriate sealing and painting of both upper and lower cornices, brackets, fascia board, and second story window keystones; and protection of the surrounding areas during work. The work which the CONTRACTOR is required to perform under this Contract shall be commenced at the time stipulated by the OWNER in the Notice to Proceed to the CONTRACTOR and shall be substantially completed by October 31st, 2025, and fully/ finally completed by November 17th, 2025. Before the Notice to Proceed is issued, there is to be a mandatory preconstruction meeting attended by the OWNER, COUN- TY, and CONTRACTOR. Each proposal must be accompanied by a certified check or bid bonding in the amount of 10% of the contract amount, made out to Crawford County, as a guarantee that the bidder will furnish proper bonds satisfactory to the County and enter a contract to do the said work. This check or bond will be forfeited to the County in case of failure to do said work. The County reserves the right to reject any or all proposals or waive any informality therein and award the contract in the best interests of the County. No bid may be withdrawn for a period of sixty (60) days from the opening date. Bidders must submit with their bids a completed non-collusion affidavit and any other signature documents contained in the Contract Documents. All proposals must be upon the forms furnished by Crawford County. All Requests for Information (RFIís) need to be received by July 1st, 2025 via email at planning@co.crawford. pa.us, and responses will be answered via addendum and made known to all interested bidders. All Bidders are herein notified that Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs) will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of race, color, sex, or national origin in consideration for the award of the Contract. In addition to the Equal Employment Opportunity requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 3% goal for WBE participation and a 5% goal for MBE participation in aggregate on-site construction workforce for contracts in excess of $10,000. The bidders/offerors must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Attention is called to the fact that not less than the minimum salaries and wages as established by the US Department of Labor (Davis Bacon) must be paid on all projects, and the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin. The successful bidder will be required to furnish Crawford County with a 100% Labor and material Bond, a 100% Performance Bond, and Proof of Insurance. ALL ENVELOPES CONTAINING BID PROPOSALS SHALL BE CLEAR- LY MARKED WITH THE WORDS 'SEALED BID' AND THE TITLE OF THE PROJECT. Proposals shall be sent to the Crawford County Planning Office at 903 Diamond Park, Meadville, PA, 16335, and received.
