Remodeling of a municipal facility in Saint-Zacharie, Quebec. Conceptual plans call for the remodel of a municipal facility.
The former Le Zacharois shelter site development. TIMELINE: Contract for consulting services to complete Phase I and II environmental site assessment studies on land has been awarded following request for proposals # PAEN-2025-R12-01. Reference number: 20079696. The land work must be completed by 14 November 2025 at the latest. The preliminary report version should be sent to the MRNF before October 31, 2025. The contract expires on 13 March 2026. The Estrie-Montreal-Chaudiere-Appalaches-Laval-Monteregie-Centre-du-Quebec regional directorate (CD 05-17) of the ministere des Ressources naturelles et des Forets (MRNF) wishes to obtain professional services for in the domain of the State under the responsibility of the MRNF. A lease allowed, until 2023, the holding of activities for recreational or tourist commercial purposes without accommodation on the site located at Saint-Zacharie, in the administrative region of Chaudiere-Appalaches. Other activities and events involving hazardous materials have also taken place on the site over the past few years. Phase I study to be reported. In order to ensure that field work can proceed prior to the onset of winter conditions, a progress report on important historical elements and the conceptual model should be produced as a first step to facilitate phase II planning. The complete phase I report can therefore be submitted after the start of phase II work. A phase II characterization study will also need to be conducted. The primary objective of such a phase is to confirm the presence or absence of contamination by one or more substances that may have an impact on the field. Phase II will make it possible to determine the presence or absence of contaminating substances in the environment and to specify, where applicable, their nature (metals, petroleum products, organic, inorganic, etc.) as well as the behavior that arises from their physicochemical properties. A technical note identifying scenarios (minimum 3) appropriate to ensure the environmental rehabilitation of the site based on the results of phase II characterization will also be drafted, if it is necessary to rehabilitate the site.
