This is a public project and is therefore subject to California prevailing wage regulations and requirements. Question Deadline 07/08/2025 All questions shall be responded to via online. Inquiries regarding this bid may be received by Ethan Gray, Community Development Deputy Director, at egray@alpinecountyca.gov until Tuesday, July 8th, 2025, at 5:00 P.M. Local Time. All questions shall be responded to via an addendum issued no later than 5:00 P.M. Local Time on Friday, July 11th, 2025. Alpine County Community Development is seeking bids from qualified contractors for the implementation of the Markleeville Creek Floodplain Restoration Project. Completion- 75 Working Days The stream channel will have bioengineered root wads placed on the banks to create better pools for fish habitat. Where there are currently floodwalls, a healthy riparian area will grow, over time adding shade to the creek to further benefit the fish habitat. Adjacent to the existing floodwalls is a bare dirt area with fill that was placed behind the floodwall for the past US Forest Service Guard Station site; as part of the project, this wildlife habitat area will also be restored. The flooding impacts from the floodwall have the potential to cause a sewer spill since the sewer lines and pump station are in the floodplain and can become inaccessible during significant storm events. The increased velocities from the creek being channelized and contained behind the floodwalls have damaged the MPUD access road to their treatment plant and have created additional scour of the streambed. This project will help to improve water quality by allowing sediments to settle on the floodplain and by reducing flow rates and scour of the stream channel. Also, the stormwater detention basin or bioswale will infiltrate stormwater from the highway and treat it before it enters the creek, reducing sediment, nutrients, and pollutants. This site has experienced direct human-caused degradation of waters historically and the purpose of the restoration project is to correct the past adverse impacts and recreate the riparian ecosystem conditions and benefits that would have naturally existed at the site. The Markleeville Creek Floodplain Restoration project will require its own Streambed Alteration Agreement (1600) along with a 401 Certification and 404 permit. The restoration project requires permitting but is considered self-mitigating and restores, expands, and enhances the stream and floodplain ecosystem and specifically floodplain wetlands and riparian habitat. The purpose of the project is restoration. Once developed, CDFW will review and approve the final design and permit application details for the Markleeville Creek Floodplain Restoration project (EPMIS-ALP-47551-R2). The project will incorporate any permit requirements at that time. The removal of a few additional trees (about 4) will be involved which will be detailed in the upcoming project permit application. The current proposal includes approximately 387 container trees (this number is likely to change as the design is further refined). The project will include substantially more than the 151 that Caltrans needs to address the Notification #1600-2019-0228-R2 requirements. It is anticipated that the project may plant up to 215 more trees than required for compensation.
