This Request for Information (RFI) is issued by the Town of Jackson to gain information to inform the development of a future Request for Proposals (RFP) for Electric Vehicle (EV) Charging Stations. The Town intends to install 20 new EV charging stations on Town-owned property in 5 different locations. Four will be Direct Current Fast Charging (DCFC) stations. 16 will be Level 2 (L2) charging stations. The Town seeks information from qualified vendors and experts to help us better understand the technology that is available for both types of chargers. The Town of Jackson invites interested parties to share information on EV charging station technologies, associated software, management practices, and limitations. The Town is particularly interested in learning about technologies, pricing mechanisms, and management practices that can reduce emissions associated with the consumption of electricity by EV charging stations, such as by reducing charging during periods of peak demand or encouraging charging during periods when clean and renewable energy is available. The Town is also interested in user fee practices that are fair and do not disproportionately impact residents who are unable to charge their vehicles at home, the use of discount programsto support income or employmentqualified individuals, and best practices for encouraging turnover of vehicles at EV charging stations. The Town is also interested in leasing the EV charging stations to a third party that will manage them and is interested in learning more about lease and management contracts. To qualify for reimbursement with grant funding, EV charging stations must abide by the following guidelines: 680.106 (c) Connector Type o Each DCFC port must be capable of charging any Combined Charging System (CCS)-compliant vehicle o Each DCFC port must have at least one permanently attached CCS Type 1 connector o Each AC Level 2 charging port must have a permanently attached J1772 connector and must charge any J1772-compliant vehicle 680.106 (d) (1) Power Level for DCFC o Output voltage range of at least 250 volts DC to 920 volts DC 680.106 (d) (2) Power Level for AC L2 o Must have a continuous power delivery rating of at least 6 kW simultaneously across all AC ports o AC L2 chargers may conduct power sharing and/or participate in smart charge management when the EV charging customer consents to accepting a lower power level. 680.106 (e) Availability Stations must be available and accessible to the public atleast asfrequently asthe business operating hours of the site host. RFI responses will be accepted from any organization interested in designing plans for the charging stations and submitting NEPA paperwork, installing the new charging stations, and leasing and managing existing and new charging stations, or any one or more of those elements.
