Renovation of a fire / police facility in Chattanooga, Tennessee. Conceptual plans call for the renovation of a fire / police facility.
Replacing the roofs at Fire Station 20 as directed by the City, including either full tear-off and replacement with TPO or recovering with TPO or an acrylic coating. Underlying deck/substrate repairs to be performed as necessary. Contractor shall also replace gutters, downspouts, flashing and trim, penetration boots, and provide all other work and materials necessary for complete replacement of the roofing system, including warranty. Once the email has been received with a copy of the check the requested bid documents will be emailed. All bidders must be licensed and shall comply with all requirements of the State of Tennessee Contractor's Licensing Act. The work covered by this Contract consists of, but is not limited to: 1. Obtaining any and all necessary permits for demolition and construction. 2. Replacing the existing EPDM roofs with new replacement roofs. Replacement roofing system to one ofthe following, as directed by the Engineer: a) Complete Tear-Off and reroofwith insulated 60-mil TPO roof(20-year NDL warranty) b) Preparation of existing roof and re-cover with insulated 60-mil TPO roof(20-year NDL warranty) c) Preparation of existing roof and re-cover with fabric-reinforced acrylic roof coating system (10-yearNDL warranty) PART 1 - GENERAL 3. For Complete Tear-Off and reroof with insulated 60-mil TPO roof: a) Remove all EPDM roofing, existing insulation, and existing membrane down the roof deck. Examine decking to insure satisfactory condition before re-roofing. Bring any deficiencies to the attention ofthe engineer or project manager. Replace or repair damaged decking as needed before installing new roofing system. b) Add wood blocking at roofperimeter to match new insulation/deck board heights as needed. c) Install new insulation boards (tapered or flat as needed) and /" HD Iso Cover Board to decking to meet City Building Codes. New insulation to be fully adhered; no mechanical fasteners allowed. d) Install new drain inserts at all internal roof drains. e) Install new 60 mil TPO roofmembrane, fully adhered. f) Provide a Manufactures NDL warranty for 20 years, including all products. 4. For preparation and re-covering with insulated 60-mil TPO roof: a) Cleaning and preparation ofsubstrates, including any necessary adhesion testing of existing coated or non-coated membranes or decking to determine specific product requirements to achieve fully-adhered insulation and new membrane. b) Add wood blocking at roofperimeter to match new insulation/deck board heights as needed. c) Install new insulation boards (tapered or flat as needed) and 'A" HD Iso Cover Board to decking to meet City Building Codes. New insulation to be fully adhered; no mechanical fasteners allowed. d) Install new drain inserts at all internal roof drains. e) Install new 60 mil TPO roofmembrane, fully adhered. f) Provide a Manufactures NDL warranty for 20 years, including all products. 5. For preparation and re-covering with fabric-reinforced liquid acrylic roof coating system: a) Cleaning and preparation ofsubstrates, including any necessary adhesion testing of existing coated or non-coated membranes or decking to determine specific product requirements for proper roof coating adhesion. b) Install new drain inserts at all internal roof drains. c) Install new fabric-reinforced liquid acrylic roof coating system. d) Provide a Manufactures NDL warranty for 10 years, including all products. 6. Additionally, the following items of Work will be performed, independent ofthe re-roofing system to be used: a) Existing flashings, metal edging, coping, external gutters and downspouts, collector heads, gravel stop, fascia and fascia extension are to be removed and replaced with new 24 gauge Kynar finished metal in color of owner's choice. b) Install one coat ofprimer and one coat of elastomeric coating to all galvanized sheet metal and steel piping on the roofin order to protect and preserve these details. c) Extend pipes and curbs to meet minimum height above finished roof elevation as required by manufacturer. d) Replace all existing pipe and conduit supports on roofwith appropriate manufactured rooftop supports. No wooden blocks are to be used. 7. Owner will conduct a pre-construction meeting before work will be able to start. The location oflaydown areas and dumpsters will be determined at this meeting. 8. Contractor must abide by all specification requirements. 9. Ensure new downspouts have 1 A" overflow located approximately 6" from the bottom. 10. Install new walk pads where they were present on existing roof and around any HVAC units. Intent ofContract Documents. The intent ofthe contract documents including the plans and specifications is to prescribe a complete work or improvement which the Contractor undertakes to do, in full compliance with the contract documents. The Contractor shall do all the work as provided in the plans, specifications, proposal and contract and shall do such additional, extra and incidental work as may be considered necessary to complete the work in a satisfactory and acceptable manner. He shall furnish all labor, materials, products, supplies, tools, equipment and incidentals necessary to the prosecution ofthe work. The Contractor shall provide all work and materials not shown in detail but necessary for completion ofthe project as indicated or specified including a proper and suitable foundation preparation, base or support and a reasonable finish consistent with adjacent work which is shown or specified. The Contractor shall make plural and complete all work which, to avoid needless repetition or for the sake of brevity, has been shown singly or partially indicated. The Contractor shall follow the drawings and execute all work in strict accordance therewith and with the kind and quality ofmaterials indicated and specified. Materials or work described in words which, when so applied, have a well-known technical or trade meaning shall be held to refer to such recognized standards. Any deviation from the Drawings, Specifications, and other Contract Documents which may be required by the exigencies of construction, shall in all cases conform to the written instruction ofthe Engineer. The applicable provisions ofthe Contract Documents shall apply with equal force to all work, including extra work, performed under these Contract Documents, whether performed either directly by the Contractor or by any Subcontractor. Special Provisions. Should any work or any condition which is not thoroughly or satisfactorily stipulated or covered by the Standard Specifications be anticipated on any proposed work, "Special Provisions" for such work may be prepared and shall be considered as a part ofthe specifications and contract, the same as though contained fully therein. Increase or Decrease Quantities. The City shall have the right to increase or decrease the amount ofwork to be done under these Contract Documents at any time or times during the life ofthe Contract, when and, as found necessary and the Contractor shall perform the work as altered, increased or decreased at the contract unit price. The City shall have the right to delete any bid item in its entirety. Any such changes will be set forth in a Change Order which will specify, in addition to the work to be done in connection with the changes made, adjustment of contract time, if any, and the basis of compensation for such work, if any. A Change Order will not become effective until approved by the City. After approval, the Change Order will become a part ofthe Contract Documents. Alterations of Plans and Specifications. The City reserves the right, at any time, to make such changes in the plans and the character ofthe work as may be necessary or desirable to insure completion in the most satisfactory manner, provided such changes do not materially alter the original plans and specifications or change the general nature ofthe work as a whole. Such changes shall not be considered as waiving or invalidating any condition or provision ofthe contract. Extra Work. When any work is necessary to the proper completion ofthe project ofwhich no prices are provided in the proposal or contract, the Contractor shall do such work, but only when and as ordered by the Engineer. Payment for the extra work will be made as hereinafter provided. Extra work is defined as: (1) that additional work of a different character or function or for that work for which no basis of payment is prescribed in these Contract Documents; such as a lump sum contract, or (2) that work involving revisions ofthe details ofthe work in such manner as to render inequitable payment under items upon which the Contractor bid; or (3) that additional work of a similar nature and character as that done under the unit prices named in these Contract Documents. (See para. 8.9 ofthis Section) No claim for extra work will be considered unless said extra work was ordered in writing as aforesaid, and the claim presented in writing to the Engineer within 30 days after receipt by the Contractor ofthe written order to perform said extra work.
