Contract A - Sludge Handling, Contract B - Levee Restoration City of Smiley - Wastewater Treatment Plant Improvements - Contract B - Levee Restoration The project consists of: dewatering and drying existing lagoon; excavation of fill material; filling one side of an existing levee to form a proper partition between two existing lagoons; placing broken rock to stabilize the opposite side of the levee; constructing an outlet from one lagoon to the other; erecting a barbed wire fence around the lagoons and related work. A Bid Bond in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Smiley may be submitted in lieu of the Bid Bond. The City requires Payment and Performance Bonds in 100% of the contract amount. The City reserves the right to reject any or all bids or to waive any informalities in the bidding. Each request for clarification shall be made in writing to the Grant Recipient or engineer no less than seven (7) days prior to the bid opening. Bid Item 1. Dewater Lagoon No. 2. The Contractor shall furnish a pump and power, piping and all that is necessary to pump the contents of Lagoon No. 2 to Lagoon No. 3, including any subsequent precipitation. This item shall include a temporary outlet from Lagoon No. 1 to Lagoon No. 3 and removing the existing outlet from Lagoon No. 1 to Lagoon No. 2. The Owner will use the existing irrigation pump and equipment to lower the level of Lagoon No. 2 to the extent possible. The Contractor shall allow the lagoon to dry to the extent that equipment can be operated in the lagoon without damage to the clay liner. The Contractor may, at his cost, treat with lime to aid in drying. Bid Item 2. Geotechnical Testing. The Contractor shall retain a geotechnical testing firm to determine Atterberg limits and moisture density tests for the materials he proposes for levee fill. The firm shall make sufficient consolidation tests to assure compliance with the Specifications. Bid Item 3. Levee Fill. The Contractor shall restore the levee by filling with suitable cohesive soil as shown on the Drawings and as described in the Technical Specifications. The Contractor shall remove any sludge or unsuitable soil from the area to be filled and dispose of this material by spreading over the site, preferably from the borrow area. The Contractor shall scarify and recompact the top eight inches (8") of existing soil. Bid Item 4. Lagoon Outlet. The Contractor shall construct a new 8-inch outlet from Lagoon No. 1 to Lagoon No. 2. Alternate Bid Item #1A. Sludge Removal and Disposal. The Contractor shall move any sludge which may have accumulated over the area to be filled as levee to other areas of the lagoon. If required, the Contractor shall remove such sludge accumulation from the lagoon and dispose of it by spreading over the site at a location selected by the Owner. Bid Item 2A. Broken Rock Fill. The Contractor shall stabilize the existing levee by placing broken rock along the Lagoon No. 1 side of the levee as shown on the Drawings and as described in the Technical Specifications. Bid Item 3A. Barbed Wire Fence. The Contractor shall replace the existing fence on the east, south and west sides of Lagoon No. 1 and Lagoon No. 2 with a new five strand barbed wire fence. The Contractor shall replace the gate the southwestern corner on Lagoon No. 2 with a 16-foot double gate in the new fence.
