A. This solicitation is for a Simplified Acquisition of Base Engineer Requirements (SABER) - Indefinite Delivery/Indefinite Quantity (IDIQ) construction contract for general construction requirements for Dover AFB, DE. B. This acquisition is for competitive 8(a) Small Business concerns. C. Government anticipates award to a target of three 8(a) general construction contractors. The NAICS Code is 236220; size standard is $45,000,000.00. D. This contract will consist of a two-year base period, five one-year options and a six-month extension, which may be exercised at the Government's discretion. E. The guaranteed minimum amount of the life of the contract is $500.00. This amount will be obligated to each awardee upon attendance at the mandatory post-award conference. F. The minimum amount will be fulfilled by issuance of the first Task Order. The maximum ceiling amount for the life of the contract shall not exceed $25,000,000.00. G. The seed project magnitude is between $100,000.00 and $250,000.00. H. A site visit will be scheduled on 15 October 2025 at 10:00 am (EST) at the Dover AFB Visitor Center to assess the seed project location, B600. I.
