SCOPE: The Contractor shall provide a night cleaning staff sufficient to maintain the facility in a clean, orderly manner, observing the cleaning frequencies required in the specifications. SCHEDULE OF WORK: The Contractor shall furnish sufficient labor, equipment, and materials to do the custodial work as scheduled, using the methods, material and equipment as further outlined in these specifications. Prior to starting the work, the Contractor will be required to furnish a manhour schedule showing the number of manhours that will be furnished each day to do the scheduled work. Labor: The Contractor shall have a supervisor in charge of the scheduled work who shall represent the Contractor and coordinate the work with the City's designee. The Contractor's work force shall be neat and clean in appearance and shall carry identification with them at all times. The Contractor shall maintain control of employees while in the City Hall Complex. Any employee whose work performance or conduct is objectionable shall be immediately removed from the City's premises at the request of the City Manager or their designee. The Contractor shall maintain a work force of sufficient size to do all the work as scheduled. Scheduled work that is done unsatisfactorily shall be corrected by the Contractor within twentyfour (24) hours after notification by the City, at no additional cost to the City. Each bid must contain the full name of each and every person, company or corporation interested in the same, shall state whether individual, partnership, or corporation; and each bid shall be accompanied by a bid bond, bank cashiers check, or certified check, payable to the City of Painesville, Ohio, drawn on a solvent bank, in the amount of one hundred dollars ($100.00) as a guarantee that if the bid is accepted, the contract will be entered into and performed. Bid bonds and checks accompanying rejected bids will be returned upon award of contract. Each bid shall be submitted on the form provided, enclosed in a sealed envelope, marked on the outside BID PROPOSAL - JANITORIAL SERVICES. No bidder may withdraw their bid for a period of sixty (60) days from the bid opening date. The City of Painesville reserves the right to reject any and all bids submitted and to waive any informalities in the bidding. The City desires to provide a clean and attractive building environment at the most cost-effective price. This contract includes, but is not limited to: floors, walls, glass, restroom and furniture maintenance of the Painesville City Hall complex general office areas and the Police Division office (28 Mentor Avenue) and other areas at 7 Richmond Street. The Administrative Areas, including 54 and 66 Mentor Avenue are to cleaned five (5) days per week, exclusive of holidays, either Monday through Friday or Sunday through Thursday. The Police Division areas are to be cleaned seven (7) days per week, including holidays. Terms of Contract: The initial term of the contract shall be for the one-year period September 1, 2025 through August 31, 2026. The contract period may be extended for one (1) or two (2) additional years, in accordance with the City's best interests and at the sole option of the City. Annually, within ninety (90) days of the time of renewal, the contractor may submit a request to change the bid price. If the City does not approve the price change requested, it may cancel the contract and solicit new bids. City Right to Cancel: The City of Painesville may cancel this contract at the end of the current fiscal year for nonappropriation of funds by the City governing body. Such cancellation shall be upon thirty (30) calendar days written notice to the contractor. Painesville's fiscal year ends December 31st each year. In addition to all other available remedies, the City of Painesville reserves the right to cancel this contract at any time with thirty (30) days written notice to the Contractor if the Contractor fails to comply with the terms and conditions of the bid, fails to provide services within the agreed time period, or if the performance level on any of the specified terms and conditions is below acceptable standards as determined by the City of Painesville. Such notice shall be by certified mail. If any default in the performance of the terms and conditions of the agreement by either party continues uncorrected for sixty (60) days after receipt of written notice from the other party, stating the nature, specific location and extent of default, the party giving such notice may cancel the service agreement by giving written notice of cancellation as of any date thereafter. Security: Contractor will furnish keys to each building only as necessary to provide access to the designated cleaning areas. The City agrees to provide access to all locations to be cleaned within the Service Area during scheduled hours, or according to such schedule as may be mutually agreed on during performance. Insurance Requirements: All employees of the contractor shall be bonded or Contractor accepts all responsibility. A certificate of insurance shall be provided to the City of Painesville which identifies the coverage to be provided by the Contractor during the life of this contract. The minimum coverage provided shall be as follows: Comprehensive General Liability $100,000/$300,000 Comprehensive Bodily Injury and Property Damage Combined $500,000 Workers' Compensation as required by law The Contractor shall immediately notify the City of the loss or destruction of, or of damage to, property of the City, and shall furnish the City with a statement concerning such loss in such detail as the City may require. The City will not be held responsible for any equipment for any equipment or merchandise owned by the Contractor which is lost, stolen or damaged. Bonding: The Contractor must post a bond from a duly authorized corporate surety, in a form satisfactory to the City, in the amount of ten thousand dollars ($10,000) indemnifying the City against any loss of money or any other property belonging to the City or in which the City has an interest, or for which the City is legally liable or which is held by the City in any capacity regardless of the City's legal liability therefore, where such loss is sustained by the City by reason of fraud or dishonesty of the Contractor, their employees, officers or agents.
