Site work and paving for a mixed-use development in Indianapolis, Indiana. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The Consolidated City of Indianapolis and Marion County, Indiana, by and through its Department of Public Works (“DPW”), is issuing this Request for Proposals (“RFP”) to solicit responses from qualified firms for the construction of various roadway preservation improvements in various townships. Question Deadline 07/02/2025 12pm Questions and clarifications to assure full understanding of and responsiveness to the RFP requirements may be submitted to: Jamie Davids-Mayhew, Buyer II Construction Purchasing, Purchasing Department, City of Indianapolis Jamie.Davids-Mayhew@Indy.Gov The project scope, referred to as "the Project," encompasses various preservation treatments such as milling and resurfacing, HMA deep patching as well as concrete pavement patching and repairs. Additionally, minor striping, pedestrian signals, sidewalk and crosswalk improvements may be integrated into the scope of services. The precise scope will be determined during a collaborative scoping period with the selected development team. DPW intends to enter into a public-private partnership agreement, pursuant to Indiana Code 5-23, with the successful offeror(s). This agreement will require the offeror(s) to provide all necessary labor, equipment, and materials to complete the Project within DPW's budgetary and time constraints. The selected offeror(s) will be required to furnish: • A payment bond equal to 100% of the final project cost • A performance bond equal to 50% of the final project cost • A 3 year Maintenance/Warranty Bond at the completion of the project For the purposes of this RFP, "develop" shall be defined as the installation and construction of the Project Infrastructure, in accordance with Indiana Code 5-23-2-5.5. "Construct" shall be defined as the process of building and assembling the Project Infrastructure, as defined in Indiana Code 5-23- 2-4. Project construction is scheduled to start in 2025. Our intent is to complete as much work as feasible within the 2025 construction season. Precise dates for substantial and final completion, along with any applicable liquidated damages, will be determined collaboratively during the project's detailed scoping and the establishment of the Guaranteed Maximum Price (GMP) Bid Dates Notes : A digital copy (PDF format) of a Proposal in response to this RFP shall be submitted by the response due date and time to: Jamie Davids-Mayhew, Buyer II Construction Purchasing, Purchasing Department, City of Indianapolis Jamie.Davids-Mayhew@Indy.Gov No hard copy proposals will be accepted. All offerors will be accorded fair and equal treatment with respect to any opportunity for discussion for the purpose of clarification to assure full understanding of and responsiveness to the solicitation requirements. The final scope of the Project is to be determined in the scoping period described in the timeline above (the "Scoping Period"). The Scoping Period is anticipated to be expedited, with the goal of construction commencing no later than the Summer of 2025. Milling and resurfacing, HMA deep patching, concrete pavement patching and repairs will be completed in accordance with DPW standards. Pavement markings on preservation roadway segments will be replaced in kind. Specific road segments will be identified during the scoping period. Formal design plans will not be developed. Design plans and specifications for sidewalk, pedestrian signals or other improvements, will be developed by DPW as necessary and provided to offer(s) during the scoping period. The schedule will ultimately be determined during the Scoping Period, as it will be dependent upon several milestones coordinated by DPW. Accordingly, during the Scoping Period, the selected offeror(s) must be readily available, willingly share information, and actively engage with DPW in order to finalize the scope, schedule, and costs of the Project. Proposals shall include the fees that would be charged, if any, for participating in the Scoping Period, as further discussed below. All data, information and materials collected, assembled, prepared, and exchanged during the Scoping Period shall be solely owned by DPW, and, by submitting a proposal, offerors release all rights in any such items to DPW and may use the information from the proposals and Scoping Period for its use and benefit. The foregoing notwithstanding, DPW reserves the right pursuant to IC 5-23-5-8 to terminate this RFP process at any time without making a recommendation to award an agreement to any offeror.
