exclusive franchise for the right and privilege of entering in and upon the streets and public ways of the City of Walton, Kentucky, for the collection, hauling away and disposal of garbage, trash and refuse from all residential dwellings, including multi-unit dwellings. Bids shall contain proposals for collection for a two (2) year term beginning July 1, 2025 and an optional two (2) year term beginning July, 2027. The City reserves the following rights: to reject any and all bids; to waive any informalities; to negotiate for the modification of any bid; and to accept that bid which is deemed most desirable and advantageous from the standpoint of value and service, even though such bid may not, on its face, appear to be the lowest and best price.
