Site work for a mixed-use development in Kelowna, British Columbia. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; road / highway; and water / sewer project.
A portion of the Regional District's Mission Creek Greenway Regional Park is at risk of failure due to ongoing creek bank erosion. The site is located along the right-bank of Mission Creek, immediately upstream of the Scenic Canyon Regional Park "Hollywood Road" parking lot and trailhead at 2080 Hollywood Road South, Kelowna, BC. The toe of the slope has experienced significant scour as a result of recent high flow events in Mission Creek. Streambank protection measures are required to stabilize the bank and prevent further erosion that could jeopardize the structural integrity of the slope and the adjacent trail. This RFP is issued to select a Contractor to perform that work. All works must be conducted in compliance with applicable environmental regulations, the Environmental Management Plan (EMP), and recognized Best Management Practices (BMPs) for works in and around water. Work Summary: The Work can be briefly summarized as: Environmental protection measures, including but not limited to, sediment and erosion control, fish and wildlife protection, and vegetation preservation/restoration as specified; Construction of temporary worksite isolation measures. Includes the construction of a diversion/bypass channel, supply and installation of flow diversion measures and dewatering as required. Streambank stabilization works, includes the placement of riprap armouring, chocking gravel and root wads and along the eroded bank section. Site reinstatement; includes restoration of the protected bank and riparian bench through planting of native vegetation using a combination of live staking, container planting, and hydroseeding to enhance riparian cover and habitat. Place of the Work: the work is located along the Mission Creek Greenway at the Hollywood Road South Parking Area and Trailhead (2080 Hollywood Road South, Kelowna, BC). Access to the site, is via a non-public access located at 3945 East Kelowna Road. Access to the site is through a private property on the opposite side of the creek. Care will need to be taken to ensure no damage is caused to the private property, any disturbance due to construction and use of access will be required to be remediated. Coordination of access with the property owner will be required. Minor access trail (route) rehabilitation works will be required upon project completion, as described in the scope of Work. Contract Time: The following are key milestone dates required for the Work: Respondent shall note that execution of a Contract for the Work will be subject to the Regional District receiving permit approvals under the BC Water Sustainability Act. The District anticipates receiving such permit approvals prior to the Closing Date of this RFP. Based on pending BC Water Sustainability Act permit approvals, the Work must be completed in accordance with the following Work Milestone Date requirements: Work that is not considered 'in-stream' may commence anytime on or after August 1, 2025 Work that is not considered 'in-stream' must be complete to Substantial Performance no later than September 15, 2025 All Work that is considered 'in-stream' (as per the BC Water Sustainability Act) must be completed within the fisheries timing window of August 7th to August 23rd, 2025.
