All improvements shall comply with the Escambia County Technical Specifications, latest edition, and all interim standards that apply. Any reference to FDOT Standard Specifications for Road and Bridge Construction, latest edition, Division 1, General Requirements and Covenants, shall be excluded and not applicable to any specification referred herein or otherwise listed in these documents or in the Escambia County Technical Specifications. Each offer shall be accompanied by a bid bond, cashier's check, or certified check in the amount of 5% of the total offer. The contract form as furnished by Escambia County shall be utilized. Performance and Payment Bond forms as approved by Escambia County shall be utilized. Checks or bonds are to be made payable to Escambia County, Florida. The amount of the check or bond is the amount of liquidated damages agreed upon should the Offeror fail or refuse to enter into a contract with the County. Escambia County specifically reserves the right to reject any conditional or incomplete bid.
