Expressions of Interest and Statements of Qualifications from qualified engineering consulting firms detailing the firm's qualifications, technical expertise, management and staffing capabilities, references, and prior experience for the Kanawha County Brownfields Assessment project. Professional services sought may include, but are not limited to: Phase I Environmental Site Assessments (ESA's) performed in accordance with ASTM Standard E1527-21 and the EPA All Appropriate Inquiry (AAI) Final Rule on the highest priority sites. Phase II ESA's conducted in accordance with ASTM E1903-19. An approved EPA Quality Assurance Project Plan (QAPP), Sampling and Analysis Plan (SAP), and Health and Safety Plan (HSP) must be prepared and approved prior to initiation of Phase II ESA activities. After Phase II ESA's, ACM Surveys, and/or LBP Surveys have been completed, the selected QEP will lead the development of cleanup plans on sites determined to be highest priority with applicable environmental impacts of concern. These activities will include, as needed, Analysis of Brownfield Cleanup Alternatives (ABCA), ACM/ LBP/Mold abatement or management plans, structural analysis, and/or site redevelopment plans. Procurement of said services will be in accordance with Chapter 5G-1-3 of the WV Code.
