The objective of the contract is to have the Consultant serve as the City's Resident Engineer along with appropriate staff required for Project inspection, source inspection, construction staking, materials testing, contract administration services, quality control, traffic management, safety, storm water quality, labor compliance, claims mitigation, document control and construction management. The Consultant's Resident Engineer(s) and Structures Representative(s) shall be a licensed Professional Civil Engineers registered in the State of California, with strong general civil engineering construction skills, depth of resources, and sensitivity to local and regulatory issues. "Consultant" is the team providing construction engineering services; "Contractor" is the firm who is awarded the construction work. The Consultant shall identify the Project team, including, at a minimum, the Resident Engineer and Structures Representative to be used for this Contract. The City maintains the right to request additional staff if, in its opinion, there is inadequate coverage during any phase of the Project. In addition, the City may request a substitution, at any time, of a member of the Project team including the Resident Engineer or Structures Representative, if in the opinion of the City, the team member is not fulfilling their responsibilities. Consultant shall immediately provide a qualified substitute. As required by federal law, Caltrans has established a statewide overall Disadvantaged Business Enterprise (DBE) goal. In order to determine whether that statewide goal is being met, Caltrans is tracking DBE participation on all federal-aid contracts administered by cities, counties and other local agencies. To assist bidders in ascertaining DBE availability for specific items of work, the City advises that it has determined that DBEs could reasonably be expected to complete subcontracting opportunities on this project, and their likely availability for work on this project is 23%. Proposers must engage project participation of DBEs in the specified percentage above or demonstrated Good Faith Effort (GFE) to do so in the event they are unable to meet the required level of DBE participation on the project. Failure to comply will result in a proposal being declared not responsive. The method of Contractor Selection has not been Determined at this time.
