Testing will be observed by MNAA's insurance representative and MNAA personnel. Contractors are expected to assign consistent technicians who become familiar with MNAA systems and security requirements. MNAA further expects that contractor's technical staff will be trained and knowledgeable on fire suppression systems. All tools and equipment must be provided by the contractor, this equipment includes but is not limited to buckets for the draining of the system, ladders. Daily: The contractor must sign in with Maintenance Control Dispatch at 815 Hangar Lane. Prior to any system testing a red tag must be requested from Maintenance Control Dispatch at the start of testing and confirm completion with Maintenance Control at the end of testing. The system name must be identified in each of the red tag permits. At no time is the contractor allowed to shut down a fire system without notification to MNAA. MNAA anticipates that testing will begin with dry systems. Minimum number of badged employees onsite to complete testing will be 3 employees. Company or individual inspector must hold fire system inspection certification. Not all systems that will be tested are located within the terminal area or airport building. There are outlying buildings that will also be tested, these systems are included in the system totals listed below. MNAA Tenants are responsible for their kitchen hood suppression systems in their areas. This will not be included in this system testing. Current Systems - (Expected New Horizon related demolition to A Concourse, 2026 systems will decrease) Wet System 81 (Decrease (6) 75 in 2026) Dry Systems 114 (Decrease (2) 112 in 2026) Pre-Action Systems 8 Fire Pumps 3 Fire Hydrant 11 Deluge System 3 Contractor shall inspect and test systems to ensure the proper, efficient, reliable, and safe performance of all equipment. Work shall be in accordance with using the appropriate edition of NFPA codes, local codes, equipment manufactures' recommendations, and the specifications herein. Any federal or municipal codes, rules or regulations shall prevail over other specifications listed herein. If there is a discrepancy between the local regulations and NFPA, the contractor will provide documentation to MNAA in writing and corrective action. Contractor/Inspector will record times and pressures per system and turn over to MNAA for reporting. Water leaks found in plumbing lines that serve a fire suppression system shall be noted for repair. If the water leak is caused by the contractor, the repair will be made immediately, and cost of repair will be incurred by the contractor. The contractor will submit a report of findings that include discrepancies or deficiencies in the testing of the systems. The standard form for FM Global will be accepted to meet this requirement or per NFPA. Testing WET SYSTEMS (81) Concession locations are operated by our tenants, each location should have an individual isolation valve in the ceiling. Individual isolation valve inspection testing will be included in the contract. Currently isolation valves have been installed in 102 locations. Wet system testing will include: Static Pressure Flow Pressure Check and make sure tamper and flow switches are functioning and reporting properly. Check gauges on both sides of the check valve to determine the pressures are approximately equal. Unlock chains and exercised all control valves from full open to full close and return to full open. Tamper alarm should appear on main fire panel. Open main drain valve for one full minute. Correlate flow pressure rating at main valve. DRY SYSTEMS (114) Dry System testing will include: Full System trip (in 2027 testing) Time it takes to trip the furthest head, until the water arrives at the inspection test site. Complete drain of system. Static pressure Flow Switch Check and make sure tamper and flow switches are functioning and reporting properly. Check gauges on both sides of the check valve to determine the pressures are approximately equal. Unlock chains and exercised all control valves from full open to full close and return to full open. Tamper alarm should appear on main fire panel. *A discharge hose may be requested to be installed at main drains and inspector test discharge lines during testing to prevent damage and erosion to site landscaping. Any damage to landscaping shall be the responsibility of the contractor to repair at no additional cost to MNAA. If MNAA finds it necessary to make repairs to landscape damage or erosion caused by the contractor, the cost shall be ducted from the monies owed to the contractor. A hose will be required at the D Dock location for draining. FIRE PUMP TESTING (3) Fire Pump Run Test- PEDO test Churn test and flow test on each system. Record start and stop pressures on Jockey and main pump during inspection. Ensure all safety devices and relief valves are functioning properly during the inspection. Clean up all water spills. Complete and attach new inspection tag for fire pump, fire hose and standpipe. In the report identify any faults or findings. PRE-ACTION SYSTEM (8) *Device trip will be contractor and assisted by MNAA personnel. *Reset system will be completed by the contractor and assisted by MNAA personnel. Simulated System trip test Complete drain of system. Test Very Early Smoke Detector Apparatus (VERSDA) systems reporting directly to pre-action panel is the responsibility of the contractor as an all-inclusive service. All actuating devices shall be inspected. Check if alarm panel has been triggered. Alarm system contractor to be present during testing, MNAA will coordinate, to ensure reporting to main fire panel and bypassing the building system devices. Check the low air pressure alarm for operations (static pressure) Check and make sure tamper and flow switches are functioning and reporting properly. Complete and attach new inspection tag. FIRE HYDRANTS (11) Inspect and test. Marked in accordance with NFPA, Federal, State and local codes, rules, regulations, and ordinances. Flow Hydrant and PEDO test. Ensure the hydrant can readily be opened. DELUGE SYSTEM (3) *Device trip will be contractor and assisted by MNAA personnel. *Reset system will be completed by the contractor and assisted by MNAA personnel. Simulated System trip test Complete drain of system. Complete and attach new inspection tag. All Proposers must be licensed contractors as required by the Contractors Licensing Act of 1994, TCA Section 62-6-101 et seq. The name, license number, expiration date thereof, and license classification of the contractors applying to propose for the prime contract and for the masonry project when the total cost of the masonry portion of the project exceeds one hundred thousand dollars ($100,000, and for the electrical, plumbing, heating, ventilation, air conditioning contracts, and closed loop geo-thermal heating and cooling, must appear on the outside of the envelope containing the proposal except when the proposal is in an amount less than twenty-five thousand ($25,000). Prime contractor proposers who are to perform the electrical, plumbing, heating, ventilation, air conditioning, masonry, and geo-thermal must be so designated upon the outside of the envelope. Failure of any proposer to comply therewith may void such proposal and the envelope containing such proposal may not be opened or considered. Further, MNAA has determined that, if the Proposer proposes to accomplish any or all of the Work under this Project which entails masonry work exceeding $100,000, and electrical, plumbing, heating, ventilation, air conditioning, and geo-thermal equal to or exceeding $25,000 in value through the utilization of Subcontractors or to accomplish with Subcontractors any other part of the Work for which the Proposer does not hold a valid Tennessee Contractor's License, then those Subcontractors must, at the time the Proposal is submitted to MNAA, hold a valid Tennessee Contractor's License, current and in full force and effect in all respects, in such of the following classifications and sub-classifications as apply to the Work for which they will be subcontracted. Proposals shall be submitted for the Work as indicated in the RFP. Specifically, in referring to the Contractors Licensing Act and other applicable authorities, MNAA has determined that to lawfully propose on this Project, all Proposers and/or their subcontractors must, at the time their Proposal is submitted to MNAA, hold a valid Tennessee Contractor's license, current and in full force and effect in all respects, to perform the Work as defined in the RFP. All Proposers are advised that the Contractors Licensing Act establishes only the minimum licensing requirements and that MNAA reserves the right in its sole discretion to require higher licensing standards, as reflected in the Contract Documents. All Proposers are responsible for complying with any other licensing or permit requirements of the State of Tennessee and/or the Metropolitan Government of Nashville and Davidson County, which may be applicable to the Work. RIGHT TO REJECT ANY AND ALL PROPOSALS. MNAA proposes to award the Contract to the lowest responsive and responsible Proposer, provided it has met the goals for SMWBE participation or, if failing to meet the goals, has made an acceptable good faith effort to meet the established goals for the SMWBE participation. Proposer is advised that MNAA reserves the right to reject any and all Proposals submitted, to waive any and all informalities, irregularities and/or technicalities in any Proposal or Proposal Guaranty, to accept any Proposal deemed advantageous to it and to negotiate changes, deletions, or additions to these Contract Documents with the successful Proposer.
