Site work and paving for a road / highway in Forrest Station, Manitoba. Completed plans call for site work for a road / highway; and for paving for a road / highway.
This Contract is governed, in part, by the Department's Quality Specifications. Under Quality Specifications, Manitoba Transportation and Infrastructure (MTI) is generally responsible for survey control, Detailed Design, Quality Assurance and quantity measurement while the Contractor is responsible for supply of all materials required for the work, Quality Control, sampling and construction surveying. For greater clarity, notwithstanding the General Conditions of the Contract, the following shall apply: 1) The Contractor is completely responsible for the supply of all materials required for the work including but not limited to, aggregates, oils, additives and any other material necessary to achieve required specified properties or to address working conditions except as otherwise noted in the Special Provisions. 2) The Contractor is completely responsible for Quality Control of all production and construction processes which shall be conducted in accordance with the Contractor's Quality Management Plan and shall meet the requirements set out in No. 110(I) - Specifications for Quality Control. 3) The Department or its representative is completely responsible for Quality Assurance which includes construction inspection, Quality Assurance testing (incl. acceptance testing) and pay adjustment calculations, except as otherwise noted in the Specifications. 4) The Contract Administrator may suspend work wholly or in part by written order for such period as deemed necessary due to failure of the Contractor to carry out the Quality Control of all production and construction processes in accordance with the accepted Quality Management Plan. 5) The Department or its representative shall be responsible for providing survey control for the Contractor's use in construction staking/measurement. 6) The Department or its representative shall be responsible for providing the Detailed Design to the Contractor. The Detailed Design will include an estimated distribution of materials in the Contract Special Provisions. Actual distribution required to meet the requirements of the Detailed Design will govern distribution of materials. 7) The Department may change the Detailed Design at any time by issuing a Design Change to the Contractor. The Department will not be liable for any costs whatsoever incurred by the Contractor (including construction staking) as a result of issuing the design change for unconstructed Work. 8) The Contractor shall be completely responsible for calculating actual distributions and distributing all material on the roadway in order to meet the requirements of the Detailed Design (including any subsequent design changes) provided by the Department. 9) The Department or its representative shall be responsible for measuring quantities of the completed works for the purposes of payment. 10) The Contractor shall be completely responsible for construction staking/measurements in order to construct the Work in accordance with the Detailed Design requirements. Construction staking and measurements shall follow the minimum requirements set out in No. 120 (I) - Specification for Surveying. 11) The survey for grade and width checks shall be taken at the frequency in the Contract or agreed upon by the Contract Administrator and the Contractor. 12) The Contract Administrator may test for any property outlined in the Contract. The Contract Administrator may reject any material or Work if it cannot be demonstrated that they are compliant with the Contract. 13) The Contractor will be provided with results from the completed tests. QUALITY CONTROL (GRADING & CULVERTS) In general, for the grading component of this project, the Specifications for Quality Control shall govern. For further clarity, the Contractor shall be responsible for all Quality Control including: density testing, sampling, surveying and inspection. Density testing and moisture content of the material is a mandatory requirement for Contract Administrator acceptance. Minimum frequency of testing shall be as specified in the table below.
