The City of Aurora, IL invites you to bid on the cosmetic renovation of the City Hall Annex. All work will be done with high-quality materials with care taken to preserve architectural details and ensure minimal disruption to the public. This project aims to: Revitalize and preserve the exterior appearance of City Hall's Annex exterior. Protect the surface from weathering, moisture, and deterioration. Contribute to the overall beautification of the Water Street Mall public space. Align with the City of Aurora's efforts to maintain clean, welcoming, and well-preserved municipal buildings. The Cone of Silence is designed to protect the integrity of the procurement process by shielding it from undue influences. During the period beginning with the issuance of the solicitation document through the execution of the award document, Bidders/Proposers are prohibited from all communications regarding this solicitation with City staff, City consultants, City agents, City legal counsel, or elected officials. Any attempt by Bidders/Proposers to influence a member or members of the aforementioned may be grounds to disqualify the Bidders/Proposers from participation in this solicitation. Contractors already on contract with the City to perform services for the City are allowed discussions necessary for the completion of an existing contract. Procurement of goods or services for Emergency situations. Question Deadline 07/07/2025 at 11:00 AM CT All inquiries and/or questions pertaining to the provisions and specifications of this bid proposal package shall be submitted in writing through online. NO questions will be accepted or answered verbally. The City of Aurora reserves the right at any time and for any reason to cancel this Invitation, to accept or reject any or all quotes or portion thereof or accept an alternate quote. The City reserves the right to waive any immaterial defect in any quote, or technicality, informality or irregularity in the quotes received. The City may seek clarification from any bidder at any time and failure to respond promptly is cause for rejection. The City further reserves the right to select the lowest responsible quote whose offer best responds in quality, fitness and capacity to the requirements of the proposed equipment, work or usage and therefore is in the best interest of the City. Scope of Work WORK SCHEDULE _ Work schedule is Monday - Friday, 7:00am - 5:00pm, dry weather permitting. _ Do not paint below 50_F or during rain/windy conditions. _ Submit schedule with projected start and completion dates. o Awarded contractor will coordinate work with project manager to avoid conflict with city and public events in the Water Street Mall area. SET UP & PREPARATION _ Ensure public walkways are safe and clearly marked with the use of posted signage and barricades if needed. _ Gently scrape and sand areas with peeling and flaking paint. _ Clean all surfaces to remove dirt, grime, mildew, and loose paint. _ Repair any structural damage that was discovered at the Pre-Proposal Meeting by filling cracks, patching damaged masonry or wood with appropriate materials. _ Mask windows, trim, hardware, and landscaping. _ Protect adjacent surfaces (brick, concrete, signage, fixtures, landscaping, etc). PAINT APPLICATION The entire surface, including panels and columns, must be fully and evenly coated with BLACK paint. _ Use brush, roller, and/or spray application as appropriate. _ Follow chosen manufacturer's spread rates and drying times. _ Prime any bare wood, metal, or masonry areas with proper exterior paint primer. _ Paint all surfaces according to surface type o Masonry: Elastomeric coating or 100% acrylic latex paint o Wood Trim/Doors: Exterior enamel or alkyd/acrylic hybrid o Metal Surfaces: Direct-to-metal (DTM) paint _ Finish all surfaces according to surface type o Masonry: Flat or Low Sheen o Trim & Doors: Semi-gloss or Satin o Apply two coats of finish paint (after primer as needed). FINALIZING THE PROJECT Cleanup & Waste Disposal _ Remove all masking, tape, and protective coverings. _ Clean paint drips and overspray. _ Dispose of paint and materials per local EPA regulations. _ Remove any posted signage or barricades used. Completion _ Contractor MUST provide a warranty for the work completed. _ Contractor MUST provide the warranties for all paint and materials used. _ Final inspection and walk-through will signify the completion of this project with approval by both the City of Aurora Inspector and vendor.
