All bids will be publicly opened, recorded, and studied for recommendations to the Owner. Bids received after the time or more than ninety-six hours, excluding Saturdays, Sundays and Holidays, before the official stated time set for the opening of bids, will not be accepted. No bids may be submitted, changed, or withdrawn after the time of the opening of the bids. All late bids will be unopened and become property of Northeastern State University. It is the responsibility of the bidder to make sure their bid is received by the bid due date and time. Northeastern State University reserves the right to reject any or all bids or to waive any formalities or irregularities in any bid, and to accept the bid or bids which seem most advantageous to the Owner. Work Summaries The following Contract (Bid Group) Work Summaries describe the intended scope of work to be included in the Bid Package. The bid shall include all the requirements of the plans with specifications unless specifically indicated otherwise in this summary. This includes all layout and daily clean up involved with the work. It is the bidder's responsibility to review bidding requirements and forms to insure a complete, safe, and coordinated execution of the Work Package being quoted. Additionally, bidders shall include in their pricing applicable portions of related specification sections normally associated with the work to be done whether specifically indicated by this Contract Work Summary or not. Should any bidder be unclear as to the scope of work required, he is instructed to contact the Owner for resolution prior to bidding. In the absence of written instruction to the contrary, in matters of specification and/or scope of interpretation, bidders shall include the more costly and complete of the possible interpretations. Awarding of Contracts will be based on the best qualified bid. CONTRACT: General Construction Work including but not limited to the following: 1) Drawings and Specifications as identified in Contract Attachment "B." Including But Not Limited To: 1) Contractor shall have four (4) annual scheduled preventative maintenance visits per year per the entirety of the service agreement. 2) The visits shall commence as follows; 1st visit in the first week of September, 2nd visit in mid-December, 3rd visit in mid-March, 4th visit in mid-June. 3) Contractor shall perform the Annual Maintenance during the March visit. 4) Annual Maintenance shall include but is not limited to replacing air filters, checking refrigerant levels and adjusting as needed, inspections for refrigerant leaks and repairing any findings, cleaning evaporator and condenser coils to manufacturers specifications, cleaning condensate drain lines and accessories, lubricating required components to manufacturers specifications, inspection and tightening of all electrical connections, inspections for the economizer and damper operations, 5) Contractor shall perform Routine Maintenance during the June, September, and December visits. 6) Routine Maintenance shall include but is not limited to replacing air filters, checking refrigerant levels and adjusting as needed, cleaning evaporator and condenser coils to manufacturers specifications, cleaning condensate drain lines, lubricating motor mounts to manufacturers specifications, inspections of belts and pulleys and replacing as needed, inspection of heating elements, inspection of emergency shutdown controls, inspections of controls and sensors. 7) Contractor shall clean and remove debris within the fenced in area during each visit. 8) Contractor shall send Owner report of all preventative maintenance actions performed and description of condition found from each visit. 9) Contractor shall provide recommended repairs as needed at Contractor's hourly rate plus 10% material markup. 10) Either Owner or Contractor may terminate the Agreement with 30 days' written notice. 11) NSU is a "Tobacco Free" campus; Contractor will be expected to abide by NSU policy and will be held accountable for all Subcontractors on site. 12) Contractor shall be responsible for coordination of all necessary local, state and federal, pre, during and post compliance inspections. Contractor shall provide NSU with documentation of compliance at completion of work. 13) Contractor to be responsible for all permits and fees associated with this scope of work. 14) Work may be halted and resumed at any given time according to NSU's needs. 15) Contractor shall be responsible for mobilization and staging locations to minimize daily operations of the university. 16) Utility terminations shall be in accordance with the governing utility procedures and regulations. NSU will be given a minimum of 24 hours' notice prior to any utility outages/shut-offs. 17) Contractor shall be responsible for coordinating any and all utility locations for the project. 18) Contractor is responsible for furnishing, receiving, protecting and installing specified materials per the construction documents. 19) Contractor is responsible for all field verifications of dimensions and conditions. 20) Contractor is to ensure that construction trash and demolished debris is gathered and disposed of daily in contractor provided trash receptacle. 21) Contractor is responsible for daily clean-up and equipment storage. NSU is not responsible for damaged or stolen property and/or equipment. 22) Contractor shall supply restroom facilities for own use during construction. 23) Contractor shall be responsible for abiding OSHA and NSU safety regulations. 24) Contractor shall be responsible for protection of existing equipment and materials that are not called out to be demolished or repaired. 25) Any discrepancy between the plans/specifications and actual field conditions must be submitted in writing to the owner a minimum of 48 hours prior to the bid closing date. 26) Contractor shall be responsible for demolition, removal, loading and haul off of all materials, scraps and debris. 27) Contractor shall be responsible for repairing rutted or furrowed greenspace, by means of fill dirt and sod, as deemed necessary by the owner. 28) Contractor shall be responsible for any broken or crushed concrete sidewalks, curbs, decks, walls or other cementitious materials. 29) Contractor shall not interfere with building exits or egress paths of any occupied buildings. 30) Contractor shall maintain a site supervisor at all times when the contractor has a presence on campus. 31) Contractor shall be responsible for Final Cleaning. This will be to the Owner's discretion. 32) Contractor shall be responsible for and acknowledge all plans, specifications, and details as shown in all bidding documents. 33) Contractor shall provide Owner training for operations and maintenance of new equipment and systems. 34) Contractor shall supply accurate "red-line" drawing to Owner prior to final payment.
