The City of Hawaiian Gardens (City) is Soliciting Requests for Proposals From Qualified Firms to Provide Services for Tree Maintenance, Gps Tree Inventory, Removal and Replacement of Trees, as Needed, Within the City's Urban Forest. The City Has Approximately 1,100 Street, Slope and Park Trees That Comprise Its Urban Forest. The Objective of This Request for Proposals (Rfp) Solicitation is to Identify the Proposer in the Best Interest of the City to Provide These Services Over the Course of a Proposed Contract Term. The City Reserves the Right to Make Multiple Awards if Doing So Serves in the Best Interest of the City. Final Contract Terms, Including Compensation and Length of the Agreement Are Subject to Final City and/or City Council Approval. The Contract Term Shall Be for Three (3) Years With the City Receiving the Option to Grant Two (2) One-year Extensions at the End of the Term. Question Deadline June 26, 2025 by 1:00 P.m. Contract Award (July/august 2025) Scope of Work :the Contractor, at the City's Direction, Shall Perform Tree, and Other Woody Plant Maintenance, Removal & Occasional Replacement Services in Accordance With the Statement of Work Described Herein and All Applicable American National Standards Institute (Ansi) and International Society of Arboriculture (Isa) Standards at Various Sites. The Work Performed on This Contract as Directed by City Staff (Including: Watering, Pruning, Removal, Plant Health Care, and Replacement of Trees and Plants, Gps Tree Inventory Collection and Software Usage and Arborist Consulting Services) is Routine, Recurring and Usual. The Rates in the Cost Proposal Must Be Based on Prevailing Wage Determination "Tree Maintenance Laborer". Additionally, All Vendors Will Be Required to Be Registered With the Department of Industrial Relations (Dir) Prior to Proposal Submittal. All Work Will Require a Submission of Certified Payroll Records to the Dir. Performance Bond and Payment (Labor and Materials) Bond Requirements. Within the Time Specified in the Contract Documents, the Contractor to Whom a Contract is Awarded Shall Deliver to the City Four Identical Counterparts of the Performance Bond and Payment (Labor and Materials) Bond in the Form Supplied by the City and Included in the Contract Documents. Failure to Do So May, in the Sole Discretion of City, Result in the Forfeiture of the Contract Award. The Surety Supplying the Bond Must Be an Admitted Surety Insurer, as Defined in Code of Civil Procedure Section 995.120, Authorized to Do Business as Such in the State of California and Satisfactory to the City. The Performance Bond Shall Be for Ten Percent (10%) of the Amount of the Total Annual Compensation Indicated in the Maintenance Services Agreement. The Payment Bond (Labor and 2 Materials) Shall Be for One Hundred Percent (100%) of the Total Annual Compensation Indicated in the Maintenance Services Agreement. Contract Period, Renewal, and Price Adjustments the Tree Maintenance Contract Will Be for Three (3) Years. This Contract May Be Extended by the City for Up to Two (2) One-year Periods After the Initial Contract Period. Before Each Contract Renewal Period, the Maximum Total Compensation for That Contract Period May Be Increased Up to 3% From the Preceding Year Based on Approval by the City. The City in Its Discretion May Base Increases in the Contract Price on Relevant Fluctuations in the Construction Cost Index for the Los Angeles County Area in the Engineering News Record. The Term of This Contract Shall Be for Three Years. The City, at Its Option and With Contractor Concurrence, May Renew This Contract for Additional Two Year Periods, in Oneyear Increments, on the Same Terms and Conditions as Provided Herein. This Option May Be Exercised Only if the Contractor Demonstrates Superior Performance in the Provision of Tree Maintenance Services During the Prior Three Year Contract Term. Prevailing Wage :this Project Shall Be Subject to Prevailing Wage Standards as Set Forth by Thedepartment of Industrial Relations of the State of California. In Accordance With the California Labor Code (Sections 1770 Et Seq.), the Director of Industrial Relations Has Ascertained the General Prevailing Rate of Per Diem Wages in the Locality in Which the Work is to Be Performed for Each Craft, Classification, or Type of Workman or Mechanic Needed to Execute the Contract. A Copy of Said Determination is Available by Calling the Prevailing Wage Hotline Number (415) 703-4774, and Requesting One From the Department of Industrial Relations. All Parties to the Contract Shall Be Governed by All Provisions of the California Labor Code - Including, but Not Limited to, the Requirement to Pay Prevailing Wage Rates (Sections 1770-7981 Inclusive). A Copy of the Prevailing Wage Rates Shall Be Posted by the Contractor at the Job Site. The Contractor Shall Be Responsible for Insuring Compliance With Provisions of Section 1777.5 of the Labor Code Regarding Apprenticeship Requirements and Section 4100 Et Seq. Of the Public Contracts Code, "Subletting and Subcontracting Fair Practices Act". General Liability Coverage. The Contractor Shall Maintain Commercial General Liability Insurance in an Amount of Not Less Than Two Million Dollars ($2,000,000) Per Occurrence for Bodily Injury, Personal Injury, and Property Damage. If a Commercial General Liability Insurance Form or Other Form With a General Aggregate Limit is Used, Either the General Aggregate Limit Shall Apply Separately to the Work to Be Performed Under This Agreement or the General Aggregate Limit Shall Be at Least Twice the Required Occurrence Limit. Close Coordination With the City is Required to Assure That All Requirements Will Be Met. The City Reserves the Right to Withdraw This Rfp at Any Time Without Any Prior Notice. Further, the City Makes No Representations That Any Agreement Will Be Awarded to Any Consultant Responding to This Rfp. The City Expressly Reserves the Right to Postpone Reviewing the Proposals for Its Own Convenience and to Reject Any or All Proposals Responding to This Rfp Without Indicating Any Reasons for Such Rejection(S). End Date 08/11/2028. City's Right to Revise Requirements. City Reserves the Right at Any Time During the Term of the Contract to Change the Amounts and Types of Insurance Required by Giving the Contractor a Ninety (90) Day Advance Written Notice of Such Change. If Such Changes Result in Substantial Additional Cost to the Contractor, the City and Contractor May Renegotiate the Contractor's Compensation
