Update of General Plan Circulation, Conservation & Open Space Elements Purpose. The City of La Canada Flintridge (LCF) Community Development Department is seeking proposals from qualified consultants to provide consultant services to complete updates to the Circulation, Conservation, and Open Space and Recreation Elements of the City's General Plan. These Elements were last updated in 2013. The Open Space and Recreation Element is required to be updated by January 1, 2026 and the Circulation and Conservation Elements must be updated by January 1, 2028. The City's Safety Element was last updated in 2022. The Land Use Element and the 2021-2029 Housing Element were updated in 2023. Currently, the City's Zoning Code is in the process of being updated utilizing the assistance of a consultant. Background. The City of La Canada Flintridge is approximately 8.5 square miles in area and is bordered by the Angeles National Forest on the north, and the cities of Pasadena on the east and Glendale on the west and south. The foundation of the City was established in the early 1920s when developers began to subdivide the area to attract buyers with scenic views. In 1976, the two communities of La Canada and Flintridge joined to become one incorporated city, called La Canada Flintridge. The City operates under the Council Manager form of government. The City has a population of approximately 20,060 and is primarily a bedroom community comprised largely of owner-occupied single-family homes. La Canada Flintridge enjoys a small-town atmosphere while maintaining a proximity to the downtown Los Angeles urban center. Commercial development in the City is almost exclusively limited to the frontage along Foothill Boulevard, the main thoroughfare.
