Foothill Municipal Water District (FMWD), a wholesale water agency and one of FMWD's retail agency, Valley Water Company (VWC) are requesting proposals to update each agency's individual Urban Water Management Plan (UWMP) for 2025. There will be two (2) UWMPs for 2 participating agencies. Because each UWMP will include similar and shared data, value pricing is anticipated. FMWD is acting as the lead agency and is soliciting firms interested in and capable of providing services for the 2025 UWMP. FMWD and VWC intend to contract with a single consultant that possesses the appropriate demonstrable skills, experience, resources and reputation to conduct and complete the 2025 UWMP update. Once completed, the updated 2025 UWMP must meet all requirements for submittal. FMWD expects to award the contract during the July 2025 Board Meeting. The Scope of Work acts as a guide and shall comply with the California Water Code (CWC). CWC 10644 (a). Incorporate the requirements for performing the America's Water Infrastructure Act (AWIA) Section 2013, Urban Water Management Planning Act and its amendments and the Department of Water Resources (DWR) requirements in its 2025 Guidebooks for retailers and wholesalers. The service area is approximately 90 percent residential, 5 percent commercial, and 5 percent institutional/government. Since most of the service area is considered at or near "built-out" conditions, most of future additional growth and water use can only be expected if continued redevelopment takes place. However, due to economic and population demographics, the area is not as prone to redevelopment and/or densification. The Foothills has a Mediterranean-like climate. Weather conditions influence the sources of FMWD's imported water supplies. Summers are mild and dry but can also be very hot. Winters are cool, with an annual average of 22 inches of precipitation. The region is subject to wide variations in annual precipitation and conditions may lead to wildfires from time to time. The Scope of Work has been developed for the preparation of the 2025 UWMP. The Scope of Work acts as a guide and shall comply with the California Water Code (CWC). CWC 10644 (a). The 2025 UWMP updates shall incorporate the requirements for performing the America's Water Infrastructure Act (AWIA) Section 2013, Urban Water Management Planning Act and its amendments and the Department of Water Resources (DWR) requirements in its 2025 Guidebooks for retailers and wholesalers.
