Inquiries. Any prospective Proposer desiring an explanation or interpretation of the solicitation, specifications, etc., must request so in writing through PlanetBids, no later than April 30, 2025 at 4:30 pm to allow a reply to reach prospective Proposers before the proposal submission date. Inquiries regarding this solicitation shall be submitted through the PlanetBids portal only. Scope of Work 2.1 Consultant Responsibilities: 1. Review applications for the Residential Rehabilitation Program and determine whether applicants meet the income limitations. 2. Maintain ongoing, regular contact with City staff that manage the CDBG Program for the City. 3. Draft detailed Scope of Work documents for contractors to bid on. 4. Conduct review of bids for contractors and prepare necessary contract documents and progress payment paperwork for both selected contractor and applicant's signature. 5. Monitor construction activities, logs, and costs for each Residential Rehabilitation Program applicant that are reasonably available to City staff to track the administrative delivery costs. 6. Draft "Notice of Completion" (NOC) to be recorded by the Los Angeles County Registrar Recorder. 7. Submit Quarterly and Annual Performance Reports to the City for inclusion in the City's reporting system to the County. 8. Demonstrate competent use of the Los Angeles County Development Authority's (LACDA) CDBG on-line system for all required purposes including use of the Rehab panel and other reporting features. 9. Create, manage and maintain individual case files for each client in the manner expected by LACDA. 10.Be available and prepared to aid in all audits of each program by the LACDA. In the event a retired annuitant of the California Public Employees' Retirement System (CalPERS) is utilized to perform any services, the Consultant shall ensure that the Annuitant's performance of any services is in compliance with all applicable CalPERS rules and regulations governing the hiring of retired CalPERS annuitants by California cities.
