(MAI) invites offers from qualified Vendors for the Tank #1 Out of Service Inspection in Port aux Basques, NL. The project is located at the Marine Atlantic Ferry Terminal at Port aux Basques, Newfoundland and Labrador. The primary work area is within the Fuel Terminal Tank Farm located in a separate secure area north of the main ferry terminal facility. The work includes, but is not limited to, the following: Mobilization and demobilization, including all labor and equipment as specified and as required to carry out the work. Recover and disposal of residual marine diesel product. Wash down internal surfaces using approved cleaning agents and water. Remove all sludge, scale, sediment, and residues. Ensure: Disposal of product, sludge, residue and cleaning materials from tank cleaning operations must comply with applicable provincial/federal government regulations and facility policies. Workers to be aware of potential hazards associated with the handling, removal and containment of product, sludge, residue, cleaning materials and contaminated appurtenances and implement all requirements for safe handling and personal protective equipment on the entry and work permits. In all instances, work to be carried out in accordance with the Newfoundland and Labrador Regulation 58/03 Storage and Handling of Gasoline and Associated Products Regulations, 2003 under the Environmental Protection Act (O.C. 2003-225), amended by 40/04; and the Used Oil Control Regulations (82-02) under the NL Environmental Protection Act (O.C. 2002-430). Haulers to have a certificate of approval pursuant to the Environmental Protection Act, SNL 2002 from the Provincial Department of Environment, Climate Change and Municipalities (Pollution Prevention Division). Ensure the tank is gas-free and safe for entry in compliance with MAI Permit to Work and NL-OSH regulations. Verify cleanliness via gas testing and visual inspection prior to permitted confined space entry. Continuous monitoring is required during tank entry. Tank entry will require Confined Space permit and appropriately trained personnel. Perform out of service inspection in accordance with API653 - Aboveground Storage Tank and provide report. All work to conform to the requirements of the most recent issue of National Building Code of Canada and API653. No repairs are included in the scope of work. Marine Atlantic reserves the right to accept tenders in whole or in part. The lowest or any tender will not necessarily be accepted. The Owner reserves the right to accept or to reject any or all tenders received, or to select a tender which is deemed by the Owner to be in its best interests.
