Cost estimate is $525,000.00, which is congruent with funding. The City of Edinburg reserves the right to refuse and reject any or all bids and to waive any or all formalities or technicalities and to accept the bid deemed most advantageous to the City, and hold the bids for a period of 60 days without taking action. In general, the Aviation Construction work consists of: replacement of outdated mechanical, energy, plumbing, lighting, ceiling, flooring, access, and HVAC systems; upgrade and expansion of restrooms to meet The Americans with Disabilities Act (ADA) standards; exterior roof and walls repairs and/or treatments; removal and installation of nonload bearing interior walls; millwork; data, communications, electrical hardware installation or communication; exterior floodlighting, electrical connections, and signage installation. The proposed contract is subject to 49 CFR Part 26 concerning the participation of Disadvantaged Business Enterprises and is under and subject to Executive Order 11246 of September 24, 1965 and to the Equal Opportunity Clause contained in the bidding documents. The Disadvantage Business Enterprise (DBE) Goal is being evaluated and further addendum will be issued to disclose the DBE percentage goal for this project. The proposed contract is subject to the Aviation Safety and Capacity Expansion Act of 1990. The Owner reserves the right to reject any irregular bid and the right to waive technicalities if such waiver is in the best interest of the Owner and conforms to State and local laws and ordinances pertaining to the letting of construction contracts.
