Proposals from qualified Design/Build Teams to offer proposals for the Quarry Park which includes an RV park, Playground equipment grading and Dog Park and all miscellaneous items, as detailed in the Request of Proposals (RFP), and 30% Scoping Documents. In general, the city is looking for a "one of a kind RV Park and playground experience" with nationally unique amenities for all age groups, that blends into the natural embankment of the location and must include highly engaging features and play value that will encourage outdoor physical activities for the local community and visitors alike. Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Proposers at the time the executes his contract.The bond will be in the amount of 100% of the Lump Sum Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion. The Owner reserves the right to reject any Proposal, or all Proposals, or to accept any Proposal or Proposals, and to waive any and all informalities in Proposals. Any Proposal may be withdrawn prior to the above scheduled time for the Delivery of Proposals or authorized postponement thereof. Any Proposal received after the time and date specified shall not be considered. No Proposal may be withdrawn after the scheduled Delivery time for receipt of Proposals for at least sixty (60) days. The grade elevations in the Playground area are set by the playground equipment supplier/installer and must be strictly adhered to. The Scoping documents are to be used as a tool to teams in providing the city the best possible outcome for the park. Proposal will be received at the scheduled Boards of Public Works meeting and taken under advisement; all proposals will be reviewed for thoroughness by the review committee and scored in accordance with Project Documents and in accordance with IC 5-30. The City reserves the right to negotiate with any and all prospective proposers to achieve the best project outcome. The Owner may make such investigations as deemed necessary to determine the ability of the Proposers to perform the work and the Proposers shall furnish to the Owner all such information and data for this purpose as the Owner may request.
