The City of Santa Cruz is seeking skilled, licensed plumbers to provide on-call plumbing support 24/7 across various municipal locations within Santa Cruz County. Services could include repairs, maintenance, drain cleaning (using cable or hydro-jetting), and sewer line camera inspections. Qualified vendors must hold a valid C-36 license with the California Contractors State License Board, employ journeyman-level plumbers or higher, and ensure a maximum two-hour response time for on-site service. The City of Santa Cruz manages a wide range of city facilities, including a recreational wharf, golf course, the county-wide public library system, a water production plant, a waste water treatment facility, and various parks, and beaches. The selected plumbing contractors must be equipped to service these diverse public spaces effectively within the allotted time constraints. The City of Santa Cruz was incorporated in 1866 and formed its current charter in 1948. It is governed under a Council/Manager form of government. A Mayor and six Council members set policy for the City and a City Manager serves as chief administrator of those policies. The City is located on the coast, 75 miles south of San Francisco on the northern edge of the Monterey Bay. It encompasses 15.8 square miles with cultural and ethnic diversity among its population of 65,000. Santa Cruz is part of the National Marine Sanctuary and is a popular tourist destination owing to its beaches, surf culture, and historical landmarks. The City provides a full range of municipal services and facilities including a recreational wharf, public golf course, over thirteen hundred acres of open space, full beach services, refuse management, law enforcement, fire protection, and water and wastewater utilities. The City is also host to University of California Santa Cruz, the Santa Cruz Harbor, and the Santa Cruz Beach Boardwalk amusement park. RFP Questions and Clarification Due Date: July 24, 2025, 2:00pm Tentative Response to Clarification Questions :July 31, 2025. All applicants must provide thorough and comprehensive responses that clearly demonstrate their team's approach to and consistency with the below-mentioned standards. The City anticipates awarding a contract to one or more vendors for a five year term with the option of two-one (1) year term extensions if City so elects. The Proposer will provide the services outlined in Section PRELIMINARY SCOPE OF WORK. The successful Proposer shall furnish all tools, equipment, materials, tax, apparatus, facilities, labor, transportation, supervision, and management, not specifically provided by the City, to complete the work described in this RFP. The successful Proposer will provide a brief statement of services, as detailed further in Section PRELIMINARY SCOPE OF WORK. The term of the contract will commence upon notification of award and continue for a period of 5 year(s) plus any renewals agreed to by the parties and made in writing. Bonding requirements for federally funded contracts are subject to the following federal directives: Bidder's security of ten percent of the bid price for all public works contracts at the time of Bid submittal (Public Contract Code Section 20483(a)). Performance bond equal to 100-percent of the contract price for all public works contracts. Payment bond for all public works contracts of at least: 50-percent of the contract price if the contract price does not exceed $1 million. 40 percent of the contract price if the contract price exceeds $1 million but is not more than $5 million; or $2.5 million if the contract price exceeds $5 million. Within ten (10) business days, not including legal holidays, of contract award, the successful Proposer must submit a performance bond and payment bond, executed by the Contractor and the Surety. All bonds must be issued by California admitted Sureties. The City of Santa Cruz is requesting submittals for a responsive on call plumbing company licensed (C36) through the State of California's Contractor State License Board (CSLB) to perform on call professional plumbing services on a 24 hours a day, 7 days a week basis including weekends and holidays. Important Note on turn around time: Vendor must be able to respond to urgent calls for service and be onsite within 2 hours of being notified by the City of Santa Cruz. The City reserves the right to reject any or all proposals and to waive any informality or minor defect in proposals received.
