Site work and paving for a road / highway in Scranton, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The entire surface of the roadway will be milled approximately 3 1/2 in depth to remove the old, deteriorated asphalt pave surfacing. This project will mill the existing damaged pavement structure, being the pavement top course, to the specifications of the Pennsylvania Department of Transportation publication 408, current edition. Once milled, the roadway base pavement will be inspected, and Base Repairs will be determined on an as needed basis. Any poor base areas will be repaired with stone subbase material to a thickness of 6 and base course asphalt pavement to a thickness of 3 to the milled surface. Existing manhole and storm inlet lids/grates will be adjusted to meet the proposed finished grades of the final roadway surface. Concrete storm inlets and a perforated concrete manhole, along with SLPEP will be installed per the contract drawings. An asphalt binder course, approximately 2 in thickness, and an asphalt scratch/leveling course, approximately 1/2 in average thickness, will be installed over the prepared, 3 1/2 milled surface. The final, asphalt wearing course of 1 1/2 will be installed over the entire roadway area to the final planned grades. An asphalt sealer, CRAFCO Asphalt Rubber Type 2, in accordance with the specifications of the Pennsylvania Department of Transportation, publication 408, current edition, will be applied at all interfaces with curbs, manholes, storm inlets and utility lids. During construction, maintenance and protection of traffic and soil erosion and sedimentation control will be provided by the project Contractor in accordance with the project specifications and any regulations of the jurisdictional agencies. Due to grant timelines the entire project must be completed by September 22nd, 2025. Each bid shall be accompanied by a bid bond or certified cashiers check, in favor of Lackawanna County, in an amount not less than ten percent (10%). Every request for such an interpretation shall be made in writing to the OWNER. Any inquiry received seven (7) or more days prior to the date fixed for opening of Bids will be given consideration. Lackawanna County reserves the right to reject any or all bids or to waive any informalities in the bidding.
