Renovation of a military facility in Scranton, Pennsylvania. Completed plans call for the renovation of a military facility.
On behalf of the 99th Readiness Division, the United States Army Contracting Command - New Jersey has a construction requirement for the integration of the Intrusion Detection System (IDS) located inside the SIPRNet (rooms 215-216) at the Scranton Armed Forces Reserve Center (AFRC), located at 3401 Olyphant Avenue, Scranton, PA 18059. Please see attached Solicitation, Specification of Work, Davis Bacon Wage Determination, Construction Format Spreadsheet Cost Breakdown, SF 1413 Form and Scranton AFRC Floor Plans. All proposals shall be submitted no later than 11:00AM EDT, 18 August 2025.The Period of Performance is 180 Calendar Days After Notice to Proceed. 5. The Magnitude Per Federal Acquisition Regulation (Far) 36.204 (Disclosure of the Magnitude of Construction Projects) is Between $25,000.00 and $100,000.00. Questions regarding this solicitation shall be issued via email no later than 11:00AM EDT, 28 July 2025 to Theodore Goutzioulis, Contract Specialist, at Theodore.Goutzioulis.civ@army.mil and Stephanie Shelton-Howell, Contracting Officer at Stephanie.M.Howell2.civ@army.mil PROJECT SPECIFICATIONS: 11.3.1. Required: Pre-Construction Meeting - (PCM): Prior to commencing the work, the Contractor shall meet with the Regional Facilities Operations Specialist, (RFOS) and/or the project COR to present 14 and review, as appropriate, the items in this specification of work. The Contractor's Competent Person(s) who will be on-site shall participate in the PCM meeting. The PCM meeting is to discuss and define contractor procedures and materials to be used during the project execution and shall be formally approved by 99th Readiness Division (RD) personnel as defined above. 11.3.2. This project has been assembled for the Scranton AFRC SIPR connection. The intent of this contract is for the integration of the Intrusion Detection System (IDS) located inside the SIPRNet (rooms 215-216). This shall include the installation of any needed equipment within the SIPR room as well as needed additional conduit and lines (data) to be run down to the satellite location (room 118). 11.3.3. The Contractor shall reference the attached Technical Exhibit for: _ Identified area of SIR and User Drop Box location _ Draft of the Floor Plan _ Locations illustrated on the Technical Exhibit to be verified by the RFOS or government representative at the PCM. 11.3.4. The Contractor shall ensure all work is performed in a neat and workmanlike manner consistent with the highest quality standards of the trade. 11.3.5. The Contractor is responsible for the restoration of all work area(s) to a finished condition. 11.3.6. The Contractor shall ensure all Electrical Work conforms to NECA 1, Standard Practices for Good Workmanship in Electrical Contracting. Each electrician shall be knowledgeable and well-trained in the tasks to be performed. All Work performed under this Contract shall conform to the latest editions of the National Electrical Code (NFPA70) and the National Electrical Safety Code. Any and all additionally installed breakers shall be labeled appropriately in the electrical panel. 11.3.7. The Contractor shall conduct a walkthrough with the AFOS/COR at the time of project conclusion. 11.4. DEMO 11.4.1. The Contractor shall stipulate in the project work plan as to the intended method of disposal for all anticipated wastes generated. DoD prefers and encourages recycling of waste materials generated rather than disposal. 11.4.2. The Contractor shall remove and properly dispose of the existing Advantor panel and keypad (for replacement with new DSE equipment) on the second floor SIPR. Contractor shall reuse all peripheral devices in the SIPR i.e. door contacts, cabinetry, motion sensors, pipe, conduit, and wire. 11.5. INSTALL AND SERVICE 11.5.1. The Contractor shall provide and install one (1) DSC keypad and duress button on interior of SIPR man trap (room 215 Foyer) entry way for arming and disarming of system. 11.5.2. The Contractor shall provide and install any necessary wiring from the previous keypad location to the new location in the man trap entry way. 11.5.3. The Contractor shall provide and install one (1) DSC motherboard in the existing IDS panel in SIPR room 216, to include new 12volt 7AH back up batteries. 15 11.5.4. The Contractor shall provide and install approx. 60 L.F. of 1-1/4" EMT conduit to include all necessary hangers and couplings, from the wall mounted user drop box in room 216 to the TR room 219 existing wire chase that runs down to TR room 132. 11.5.5. The Contractor shall provide and install approx. 175 L.F. of 1-1/4" EMT conduit to include all necessary hangers and couplings, from room 132 to the far wall in the satellite location room 118. 11.5.6. The Contractor shall provide and install three (3) CAT 5 cables through the conduit approx. 235 L.F. each from the user drop box in room 216. 11.5.7. The Contractor shall provide and install one (1) user drop box with 3 connection wall plate at the cable termination points in the satellite location room 118. The user drop box shall have a single drop down door with a security padlock hasp. 11.5.8. The Contractor shall program and test the system prior to going live with Ft. McCoy to verify the system is functioning properly. 11.5.9. The Contractor shall provide a loop sheet to Ft. McCoy in preparation of the new IDS account. 11.5.10. The Contractor shall coordinate 100% test with Ft. McCoy, all motion sensors, door contacts, keypad, sirens, etc. shall be functioning prior to the test. Contractor shall verify all wiring is properly supervised to all peripheral devices as per Ft. McCoy requirements. 11.5.11. The Contractor shall coordinate all programming including new account number, loop sheet paperwork and testing with Ft. McCoy at project completion. 11.6. CLEANUP AND REMOVAL AND DISPOSAL RECORDS: 11.6.1. The Contractor shall remove all contract-generated debris from the construction site and dispose of the debris off site at an approved landfill/facility. Contractor is NOT authorized to use the facility dumpster. Due to mandating of solid waste annual reporting requirements, contractor shall provide all receipts, manifest/BOL, and/or other written record of types of waste and amounts disposed within 30 calendar days of the completion of the project. Disposal shall be in accordance with Local, State and Federal laws and regulations. In case of conflict among these laws and regulations, the most stringent law or regulation will apply. All disposal records shall be provided to the COR. 11.7. WARRANTY 11.8.1. The contractor shall provide documentation of the Standard Manufacturer's Warranty for all new equipment, materials, and/or components being installed. ** NOTE ** This is not to be an Extended Warranty. The Federal Government does not wish to purchase an extended warranty for this project. The Federal government only wishes to know the extent of the warranty that is being provided. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
