PURPOSE The purpose of this Request for Proposal (RFP) is to solicit sealed proposals from qualified vendors to provide preventative maintenance and service for Chillers and HVAC systems. This RFP seeks to establish a contract that ensures the reliability, efficiency, and longevity of these systems. Chillers, which are specialized cooling units designed to remove heat from liquids for circulation in largescale applications, require precise maintenance to sustain optimal performance. HVAC systems, responsible for managing heating, ventilation, and air conditioning across various environments, demand comprehensive servicing to maintain indoor climate control. While Chillers contribute to the cooling function within certain HVAC configurations, they operate as distinct components requiring specialized attention. By engaging a qualified vendor, this RFP aims to support the continued functionality of these critical systems, minimizing downtime, optimizing energy use, and preserving operational effectiveness. Each Vendor's contract shall be valid for one (1) year period from November 1, 2025 through October 31, 2026. Each contract may be renewed for three (3) one (1) year periods through negotiation between the Vendor and Government Support Services. Negotiation may be initiated no later than ninety (90) days prior to the termination of the current agreement. Question Deadline 07/08/2025 at 4:00 PM ET The State of Delaware will allow written requests for clarification of this solicitation. All questions with regard to the interpretation of this solicitation, drawings, or specifications, or any other aspect of this solicitation must be received through electronically. All questions will be answered in writing by Tuesday, July 22, 2025, by 4:00 p.m., with responses posted online. Contract Award Will occur within 90 days of bid opening Government Support Services reserves the right to reject any or all proposals in whole or in part, to make multiple awards, partial awards, award by types, item by item, or lump sum total, whichever is determined to be the most advantageous to the State of Delaware. Vendors submitting proposals may be afforded an opportunity for discussion. Vendors may be requested to provide a best and final offer during the negotiation process. Negotiations may be conducted with responsible Vendors who submit proposals found to be reasonably likely to be selected for award.
