The ESVBA is seeking an experienced qualified firm to perform customer installations of Fiber to the Home services as well as bulk splicing operations. The Eastern Shore of Virginia Broadband Authority (ESVBA) is accepting sealed bids, for connecting residential and commercial customers to our fiber plant in Accomack and Northampton Counties in the Commonwealth of Virginia. The type of work includes aerial & underground operations as well as splicing and customer relations. This IFB is a Cost-Plus-Award-Fee (CPAF). However, it is can be viewed as an "as-needed" contract as no minimum amounts of work or purchases of service are guaranteed. ESVBA will supply materials for installations. The successful contractor will be responsible for providing labor and equipment to complete the installations. The successful contractor will also provide emergency repair and restoration work on an as-needed basis. Bid Bond: $15,000 Performance Bond: $30,000 This contract shall remain in effect for a term of three (3) years, and may be extended by ESVBA for up to three (3) additional terms of one (1) year each. If the question requires clarification, an addendum will be supplied to all bidders. No statement or notation whatsoever, written, printed, typed or otherwise set out on any bid envelope, including any addition or deduction in contract price, shall be recognized in the review and tabulation of any bid or offer or for any other purpose. The ESVBA reserves the right to amend or cancel this IFB at any time, in the best interests of the ESVBA. The ESVBA reserves the right to reject any or all bids, in whole or any part thereof; to waive informalities and technicalities; and to accept any such bids which the ESVBA deems to be in the best interest of the ESVBA. All submission requirements must be returned in a sealed envelope. The bidder shall clearly mark on the outside of the envelope, "INVITATION FOR BID NO. 2025-001, Customer Premises Installations and Splicing Operations"; bid opening date and time; and the bidder's complete mailing address.
