The City reserves the right to waive technicalities or to accept or reject any proposal or combination of proposals based upon the City's determination of its best interest. All questions must be submitted in writing by end of day July 6, 2025. ALL questions pertaining to this Request (RFP or RFQ) must be submitted in writing at least five (5) business days prior to the deadline for submission to: Terry Lusby Jr. Public Works Director City of Champaign 702 Edgebrook Drive Champaign, IL 61820 Email: terry.lusby@champaignil.gov. The selected Vendor will be required to furnish a Payment and Performance Bond if required by the attached Agreement within fourteen (14) days of being notified in writing of its selection. Vendors making proposals shall be familiar with the Performance Bond requirement contained in the contract documents. The City plans to award an agreement in Summer 2025. The term of the Agreement is contingent upon approval by the City Council. In lieu of a Performance Bond, a one-time payment will be made after project completion. Technical Specifications Project Scope: This project consists of the purchase and installation of Ameristar Montage #2 Industrial Ornamental Steel fencing (no exceptions) for two (2) designated enclosure areas, as depicted in the attached site drawing. The installation shall include fixed fencing, swinging access gates, and sliding security gates, all constructed to ensure long-term durability, security, and aesthetic cohesion. 1. General Fence Specifications o Fence Type: Ameristar Montage #2 Industrial Ornamental Steel Fence o Fence Height: Seven feet (7') o Style: Majestic (Flat Top) o Color: Black, factory powder-coated finish o Pickets: One inch (1") square tubular steel o Posts: Three inch (3") square tubular steel o Post Installation: All posts shall be core drilled and set in poured concrete footings in accordance with the manufacturer's installation recommendations. Concrete shall be a minimum 3,000 PSI mix. o Fasteners & Hardware: All hardware and fasteners shall be corrosion-resistant, tamper-resistant, and meet or exceed ASTM A653 standards. o Finish Coating: All materials shall be factory-coated with a multi-stage E-coat process and powder topcoat to resist corrosion and UV degradation.Gate Specifications All gates shall match the fence in material, height, color, and design. o Swinging Gates: o Quantity: Three (3) total Two (2) four-foot (4') wide single-swing pedestrian gates in Enclosure Area #1 One (1) four-foot (4') wide single-swing pedestrian gate in Enclosure Area #2Hinges & Latches: Heavy-duty, commercial-grade hinges and locking latches suitable for high-frequency use and exterior conditions. o Post Installation: Gate posts shall be installed per fence post installation standards with reinforced concrete footings to accommodate gate weight and movement. o Sliding Gates: o Quantity: Two (2) One (1) approximately eight-foot (8') wide sliding gate on the Eastside of Enclosure Area # One (1) approximately eight-foot (8') wide sliding gate on the Westside of Enclosure Area #1 o Operation: Manual sliding, tracked or cantilever-style depending on site conditions and vendor recommendation o Security: Must close securely to fully restrict access through the viaduct walk path All proposals made in response to this Request shall be accompanied by a bank draft, cashier's check, letter of credit, certified check ("security checks") or proposal bond issued by a licensed surety equal to ten percent (10%) of the total value of the proposal to secure a proposal. Any check submitted to secure the proposal must be made out to the "City of Champaign".
