Site work and paving for a mixed-use development in Freeport, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; sidewalk / parking lot; and sidewalk / parking lot.

**As of July 31, 2025, the project was awarded to Payne & Dolan, Inc, with an awarded amount of $511,707.50.** The Project consists of Park Boulevard Fire Station Entrance Improvements in Freeport Illinois. The Improvements consist of concrete pavement, Concrete Curb, Hot-Mix Asphalt Pavement Patching, and Sanitary Sewer Cleanout Replacement A. Work under this Section includes the placement, compaction control, and field density testing requirements for all earthwork, including pavement subgrade. B. Related work specified elsewhere: 1. 31 22 00 - Grading 2. 31 23 33 - Trenching, Backfilling and Compaction The project consists of the removal and replacement of concrete pavement and hot-mix asphalt pavement at the City of Freeport Park Boulevard Fire Station. Other items include sawing, excavation, and base aggregate. This work shall consist of providing the necessary traffic control personnel and devices and the installation, maintenance, relocation and removal of these devices during construction of the improvement at the project location. The Contractor will be responsible for notifying the businesses, the United States Postal Service and emergency service agencies for the construction activity time frame. The Contractor will be responsible for creating a progress schedule that will be shared with the businesses for their scheduling purposes for deliveries, etc. This work shall be in accordance with the applicable Articles of Section 211, 212, 250, and 251 of the Standard Specifications except as modified herein. This work shall consist of excavating, stockpiling, transporting, and placing topsoil, preparing the seed bed, furnishing and placing fertilizer, furnishing and placing seeding, mulching, and watering as required. It may also be necessary to furnish topsoil for placement if there is insufficient topsoil at the site to fill in all excavated areas. The areas of topsoil placement and seeding shall be between the edge of pavement/back of curb to the top of back slope of proposed ditch line. The Contractor is advised that site restoration will be required in areas disturbed by construction operations as determined by the Engineer. Turfed areas which are needlessly disturbed by construction operations shall be restored with topsoil and seeded as directed by the Engineer at the Contractor's expense. To prevent erosion, after topsoil placement, fertilizing, seeding, and mulch method shall be completed within one week. The Contractor will be responsible for the seeded areas until they are fully established, which may require watering and re-seeding of any bare or dead areas until growth is established. This work shall conform to the applicable portions of Section 351, 420, 424, & 440 of the Standard Specifications except as modified herein: This work shall consist of the removal and replacement of the existing sidewalk that is designated on the detail and/or plans to be removed and replaced. All sidewalks to be installed shall conform to all applicable laws and regulations including, but not limited to, newly revised PROWAG requirements. In cases where legal requirements may conflict, the Owner shall choose the governing regulations to follow. The Contractor must be knowledgeable of PROWAG and ADA regulations and shall provide assistance to the Owner in the design of all sidewalk installations at no additional cost to the Owner. Assistance may include, but is not limited to, field assistance in measuring sidewalk grades, staking and layout of curb ramps, verification of PROWAG compliance and final grade checks of formwork prior to the placement of concrete material. This work shall be performed in accordance with Section 351, 440, & 606 of the Standard Specifications and the Detail provided in the plans, except as modified herein. This work shall consist of removal of existing curb and gutter where designated on the detail and/or plans to be removed. This work also shall consist of constructing combination concrete curb & gutter, type B6.18 over a compacted six (6) inch aggregate (CA-6) base as shown on the plans and/or determined by the Engineer Any excavation necessary to achieve the combination curb & gutter along with the compacted aggregate base is included in the cost of the combination concrete curb & gutter, type B6.18. This work shall be performed in accordance with Section 440 of the Standard Specifications, and the detail shown on the plans, except as modified herein: Add the following to the end of the Article 440.03: "Pavement removal shall include the removal of the necessary sub-base and/or subgrade materials, to the depth specified in the plans, in addition to complete removal of the existing hot-mix asphalt or Portland cement concrete pavement or brick pavers, to achieve the desired sub-base elevation. During utility installation, pavement removal shall be limited to the width of the proposed utility trench. The cost of saw cutting existing pavement for utility trenches shall be included in the cost of the utility construction. The cost for installing temporary CA-6 from the utility trench to the existing pavement elevation shall also be included in the cost of utility construction." This work shall be done in accordance with the current Water & Sewer Main Construction Standards, the City of Freeport Specifications, and conducted using the current OSHA Standards for safety, except as modified herein: This work shall consist of the removal and replacement of the existing 4" sanitary service and the installation of two double sanitary sewer service cleanouts on the newly installed 4" PVC sanitary service. This work shall include, but not limited to, labor, equipment, saw cutting, pavement removal and disposal, concrete removal and disposal, excavation, removing and disposal of waste excavated material, bracing, shoring, protection, replacement, or repair of existing utilities, dewatering, removal of existing sanitary sewer service line, furnishing and installing of 4" PVC SDR 26 sanitary sewer pipe, the new double cleanout fittings, providing a non-shear band seal to both ends of the new sanitary service at the connection points, Neenah R-1712 Type B non-rocking self- sealing lid and casting, fittings, pipe bedding, and trench backfill. This work shall consist of the furnishing of all labor, materials, tools, equipment, and traffic control required to lower the valve box prior to HMA Surface Removal and bring the water valve to the new grade of the street in accordance with Sections 602 and 603 of the Standard Specifications and details shown in the plans to satisfy the requirements of this specification.
