Boat Dock Construction The Central Arkansas Water Board of Commissioners reserves the right to reject any or all bids. PURPOSE Central Arkansas Water (CAW) has issued this Invitation to Bid (ITB) to obtain pricing and a contract for building a two-stall floating boat dock on Lake Winona, located at 24511 Lake Winona Road, Paron, AR 72122. "Central Arkansas Water encourages small business enterprises and veteran-owned business enterprises to submit proposals." 1.2 BACKGROUND INFORMATION Central Arkansas Water (CAW or the Utility) is the largest water supplier in the state of Arkansas. The Utility plays an integral role in the quality of life for residents and the economic health of the communities it serves. As a regional water supplier serving a population of approximately 500,000, CAW contributes to the public health and wellbeing of one in every six Arkansans. In addition, CAW supplies the water needed by industries that compete in regional, national, and international markets. The Utility serves approximately 162,000 metered connections through retail and wholesale service to customers in Pulaski, Saline, Grant, Perry, Garland, Lonoke, White, and Faulkner counties. 1.3 TYPE OF CONTRACT/CONTRACT PERIOD This contract shall be a firm-fixed-price contract. Work is expected to be completed by December 31, 2025. 1.4 ISSUING OFFICE The CAW Purchasing Section, as the issuing office, is the sole point of contact throughout this procurement process. Vendor questions regarding this solicitation should be directed to the CAW buyer listed on page one (1) of this solicitation. SCOPE OF WORK Dock is to be constructed on site on Lake Winona near the current dock location. Access to the shoreline is limited but available from the Winona Recreation Area parking lot and entryway. There is also pickup access to the shoreline. Other access is available from the boat ramp on the lake that is approximately 5mi beyond the construction area. The dock will use the walkway from the existing dock, hinge to a floating section, and have another section extending to the floating dock. The dock will be positioned and constructed in such a way that it will float during annual drawdowns (approximately 10ft of vertical fluctuation) without having to be moved. The existing dock walkway (30ft x 4ft) is to be positioned on the shoreline and reach to a small floating platform (approximately 8ft x8ft), and a second walkway (6ft by 20ft) will extend from the floating platform to the dock. The dock will be covered with overhang on all sides to provide additional coverage for rain events. Floatation must be encapsulated and fixed to the dock. CAW staff will remove the existing dock and store the current walkway along the shoreline for reinstallation on the new dock. Floating dock sections will be 4ft wide with two single boat stalls that are 10ft x 24ft. The dock should be prewired (wires pulled through dock framing) with a minimum 12/3 wire, with two weatherproof receptacles in the center of the docks (one for each stall), overhead LED lights with motion sensors to sufficiently light the interior of the dock and two motion sensor exterior flood lights on each corner nearest the shoreline. Feed lines should be extended in the gangway through the dock frame or through conduit with flexible sections on pivot points if the gangways are made with angle steel.
