Site work, paving and renovation of a mixed-use development in Oakland, California. Completed plans call for the renovation of a water / sewer project; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
Work includes the following: (l) remove and replace linings (or coatings) on digester internal steel and concrete surfaces. (2) Electrical and instrumentation work required to replace or modify digester overflow temperature sensors for each digester. (3) Structural repair work on the underside (inside) of the Digester 12 cover. (4) Remove and install new digester insulated roofing system on Digester IO and spot repair of roof insulation at specific digesters. (5) Install new Class I Division 2 wiring, panels, and controls equipment at the flares. (6) install HVAC system in the Dewatering Building. (7) area gas monitor sensors, and (8) other miscellaneous improvements in and around the digesters. This project will require multiple trades and types of work; for example (note: this list is not all- inclusive): demolition, saw-cutting, concrete coring, fill, concrete, shotcrete, rebar, waterproofing, roofing, tank construction, painting, industrial coatings, structural steel, bolting, welding, mechanical, electrical, HVAC, pipeline, plumbing, crane equipment, gratings and railings, paving, and other required work and trades. For additional description and information, see Document 00 41 01 -- Bid Form, Document 00 41 05 -- Description of Bid Items, Section 01 11 00 -- Summary of Work, and the remaining contract documents. Estimated cost of this work is between S 10M and S 12M. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. A bidder's bond of not less than IO percent of the total bid dollar amount is required. Performance and payment bonds for not less than 100 percent of the contract price are required. As provided in Section 22300 of the Public Contract Code of the State of California, the Contractor may substitute securities for monies withheld by the District to ensure performance of the work. All work covered by the contract shall be completed within one thousand one hundred and fifty (1,150) calendar days after the issuance of the Notice to Proceed. Davis-Bacon prevailing wages are required on this contract. The Davis-Bacon prevailing wage rates are available on the Internet at https://www.wdol.gov/dba.aspx. The Contractor and its subcontractor of any tier shall pay no less than the locally prevailing wages and fringe benefits paid on projects of a similar character. This project is subject to compliance monitoring and enforcement by the Department of Labor. Bidders shall have an active Class A fiGse from the Contractors' State License Board at the time of submitting bid. A. It is the policy of the District to encourage the Contractors to enter into a "Partnering" arrangement with the District as described below. The Contractor is not obligated to enter into a Partnering arrangement with the District. There will be no penalties of any kind imposed on the Contractor if it elects not to participate in a Partnering arrangement. B. Partnering consists of a voluntary effort by the District, the District's Consultant(s), the Contractor and their sub-contractor(s) to develop joint goals and to establish a cooperative atmosphere regarding execution of the construction project. To initiate the Partnering arrangement, the parties will conduct an open discussion prior to the start of the job at a meeting arranged through a Professional Facilitator. It is expected that, at the conclusion of the initial discussion, the parties will express a consensus regarding, among other things, the respective goals in completing the contract. Thereafter, the parties will continue discussions as necessary and will conduct periodic joint evaluations of performance throughout the life of the contract. It is expected that the parties will use the services of a Professional Facilitator not only at the initial discussion, but, if needed, to assist in later discussions. C. The Goals of Partnering are as follows: 1. For the District, the District's Consultant(s), the Contractor and subcontractor(s) to work as partners. 2. To avoid confrontation and litigation among the parties. 3. To reach a mutual understanding on how the construction project is to be conducted. 4. To establish an atmosphere of trust and communication. D. The Contractor's bid price shall include an allowance to pay for joint expenses such as the facilitator and meeting room expenses, as shown in Section 01 21 00 - Allowances. The allowance will not be used to pay for any Contractor or subcontractor labor costs associated with Partnering, which shall be borne by the Contractor or subcontractor. If the Contractor elects not to participate in Partnering, then a credit change order will be executed. Any remaining funds in the allowance at the end of the project shall be returned to the District as a credit change order. A. Work Included: 1. Patching and matching existing work altered or disturbed to accommodate new construction. 2. Patching and matching existing work damaged or defaced during new construction as required to restore to condition at time of award of contract. 3. Matching of new work in existing construction to adjacent existing work unless otherwise noted 4. Matching closures at former openings to adjacent undistributed work A. Work includes: Furnish and install equipment tags on all equipment, valves, cabinets, and instruments as listed on the drawings and as specified herein. B. Related work specified elsewhere: 1.
