Construct renovations of the existing municipal wastewater treatment plant located east of Coles County Road 2350E in unincorporated Coles County. Renovations will include the following: lagoon sludge removal and its land application across the road to the north in the non-wetlands portion of a farm field; sand filter construction, aeration installation; and all related appurtenances. A certified check or bank draft, payable to the order of City of Oakland, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. Bids may be held by the City of Oakland for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. The City of Oakland reserves the right to reject any or all Bids or to waive any informalities in the bidding The project consists of renovations to the existing wastewater treatment plant including sludge removal, sand filter construction, aeration installation and all appurtenances and related costs In the City of Oakland. 1. The proposed work consists of the furnishing of all labor, material, tools, equipment and services necessary for the rehabilitation of the existing treatment facility including all incidental work as shown on the plans and as herein specified. The work includes, but is not limited to, lagoon cleaning, electrical service work, aeration removal, aeration installation, SCADA installation, lift station improvements and other miscellaneous items of work. 2. The Contractor shall be responsible to include the cost for all work in each bid line item, as shown on the Bid Form. The Contractor shall also coordinate with their suppliers so all items listed are being supplied and installed to make an operable system.
