Site work, paving, remodeling and renovation of a mixed-use development in Grand Rapids, Michigan. Completed plans call for the remodel of a fitness / recreation center; for the renovation of a fitness / recreation center; for site work for a fitness / recreation center; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Interior and Exterior Improvements at Paul I Phillips Gymnasium The undersigned as bidder proposes to do all the work of: Interior and Exterior Improvements at PAUL I PHILLIPS GYMNASIUM and to furnish all parts, labor, materials, supplies, equipment and other facilities and things necessary and proper for and incidental to the proper performance and completion of the work specified in the Contract Documents, including the drawings and specifications and as required by the City Manager and City Engineer to begin construction within seven (7) calendar days after a Contract is executed (unless otherwise indicated in the Special Provisions) and to complete the work by the date(s) listed below, and for the unit prices stated in the Bid Form. Addenda, if any have been issued, are to be acknowledged on the form provided at the place where bids are received, and a signed copy attached to the bid. This work consists of Interior and exterior improvements to include but not be limited to adding barrier free ramp from Madison sidewalk, demolition and full depth repaving of existing parking lot, new dumpster enclosure, remodeling existing multi user restrooms to create single user restrooms, adding intercom system with remote door release, updating interior finishes, door and door hardware replacement, interior handrail repairs and painting, replacing manual backstop winches with electrical winches and controls. By obtaining bidding materials, all entities acknowledge and understand that, in order to submit an acceptable bid per the City of Grand Rapids guidelines, they must be prequalified in the appropriate categories and amounts to bid as Prime Contractor for the project. It is the sole responsibility of the bidder to verify prequalification status with the Engineering Department prior to bid opening. Failure to adhere to these guidelines may be grounds for a bid to be unread or disqualified. Please contact the Engineering Department with any questions and submit any prequalification applications or updates at online. Substantial Completion Date: May 1, 2026 Final Completion Date: June 1, 2026 Bids will be on the basis of unit prices as listed on the Bid Form, and must be submitted using online. A hardcopy of the Grand Rapids Construction Specifications may be obtained for an additional charge of $20.00 or may be accessed online The City's Mission Statement and Sustainability Vision Statement, defines the purpose of the Equal Business Opportunity (EBO) - Construction Policy and Administrative Guidelines (1) provide equitable access to do business with the City; (2) encourage involvement in the City's Sustainability Vision Statement themes; and (3) enhance the growth, development and participation of small and emerging businesses to perform on City construction contracts. The EBO - Construction Policy and Administrative Guidelines include bid discount provisions. A contractor's bid may be discounted when the contractor can demonstrate and substantiate their involvement in practices that further the City's Mission Statement and Sustainability Vision Statement. Section 5 of the Administrative Guidelines for the EBO - Construction Policy describes the City's bid discount provisions and has been expanded to include additional discount point opportunities by employing graduates from construction entry programs. Bidders and subcontractors must comply with the City of Grand Rapids prequalification and certification requirements. The successful bidder for the above project may not discriminate against any employee or job applicant in any matter related to employment because of actual or perceived color, race, religion or creed, sex, gender identity or expression, sexual orientation, national origin, genotype, age, marital status, familial status, medical condition, disability, height, weight, or source of lawful income and the successful bidder will be required to insert that provision in all subcontracts relating to the project. The successful bidder will be required to have a policy regarding Drug Free Workplace and certify to the City that this policy is in place. A certified check or bid bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each bid. No bid may be withdrawn for a period of 45 calendar days after the date and time for receiving bids. The City reserves the right to accept or reject any and all Bids; to reject the Bid of a Bidder who is not, in the opinion of the Engineer or City, in a position to perform the contract; to waive informalities, irregularities and technicalities; to reject any and all non-conforming, non-responsive, unbalanced [unreasonable unit price(s)] or conditional Bids; or to advertise for new Bids. The City also reserves the right to award the Contract in the City's best interest, and therefore, may select a Bidder other than the lowest. Question Deadline 07/18/2025 All questions about the meaning or intent of the Bidding Documents shall be submitted to the Engineer in writing. Questions received less than 5 business days prior to the date for opening of Bids will not be answered.
