Site work and paving for a mixed-use development in Omaha, Nebraska. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

City of Omaha is Requesting Bids From Qualified Companies, Herein Called Bidder, Contractor, Vendor, Supplier, or Other Pronouns Used in Their Place, for All Work and/or Goods Set Forth in the Specifications. Scope: This Project's Work Involves Relocating the Compost Facility to 6606 S 60th St. This Project is Phase 1 of a Two-phase Project Where Earthwork, Stormwater Detention Basin, and Utility Infrastructure Will Be Installed. Phase 2 Will Permanently Install a Building for Compost Operations. Site grading, excavation and fill to prepare the site for Phase I work and work in future project phases. Construction of a complete stormwater basin including bentonite liner, reinforced concrete retaining wall and associated drainage piping and structures. Construction of new composting work area including site sewer piping and manholes, water piping and hydrants, concrete pavement, aggregate surfacing and site security fencing. Site demolition and removal of existing baseball fields, all associated infrastructure and any additional buried infrastructure encountered. Anticipated Notice to Proceed date: Monday, 10/6/2025. This bid has an SEB reserve. More information can be found in the Attachments tab in the specifications/project manual. Non-registered SEB bidders are invited to submit bids, but non-SEB authorized bids will only be considered in the event that the City fails to receive bids from SEB authorized bidders. In the event that the City receives a bid from an SEB authorized bidder all non-SEB authorized bids shall be automatically rejected for failing to meet the SEB reserve requirements set forth in the bid specifications, and the SEB authorized bids received will be evaluated for possible contract award. This Project Requires Submission of an Economic Equity and Inclusion Plan (Eeip). This Project Qualifies for Apprentice Utilization. Contractor Should Attach Apprenticeship Incentive Form (Aif) With Their Bid Submission to Utilize This Provision. There Are Reference Materials (1) Associated With This Project. the File is Located Under the Attachments Tab. Requirement for Bid Bond: The Surety Company Issuing the Bid Bond Should Be Licensed by the State of Nebraska and Listed on the Current Edition of Circular 570 of the United States Department of the Treasury. Acceptable Substitutes for a Bid Bond: A Certified Check, an Official Bank Check, a Cashier's Checks Drawn on a National Bank or a Bank Chartered Under the Laws of the State, Payable to City of Omaha, or Lawful Money of the United States, or a United States Government Bond (Negotiable). Letters of Credit Are Not an Acceptable Substitute for a Bid Bond and Would Be Cause for Rejection of Bid. The PW Department is also requiring verification of a City of Omaha Class A or B License at the time of bid. City of Omaha reserves the right to waive irregularities and to reject any or all bids. The City of Omaha Public Works Department Compost Facility project (Project) is located landward of the NEDOUG16 Left Bank and Little Papio Left Bank Levee system (Levee), north of Harrison Street in Douglas County, Nebraska. A portion of the project site is located within the Critical Area of the Levee. The critical area as defined by the United States Army Corps of Engineers (USACE) extends from 300 feet riverward to 500 feet landward of the levee centerline. An overall site plan is provided as Figure 1. This figure includes a site location map inset. The Project consists of the construction of a yard waste and septage processing facility for the City of Omaha. Site improvements include the construction of a pre-engineered building, vehicle scales, a concrete paved access drive and parking lot, aggregate surfacing, a septage receiving pit, and utilities including a reinforced concrete stormwater detention basin. The existing baseball complex will be removed including removal of all above-ground structures and removal of below-ground water, sanitary, storm, and electrical utilities. The water and sanitary lines will be capped at the main. An approximately 10-foot-long section of storm sewer will be plugged and abandoned in place beyond the removed sections of storm sewer. The Papio-Missouri River Natural Resources District (P-MRNRD) operates and maintains the Levee, which consists of an earthen embankment that provides flood risk reduction along the left (east) bank of the Little and Big Papillion Creeks from L Street to the mouth of Copper Creek. The Levee begins along the Little Papillion Creek at L Street where it ties into the roadway approach embankment. The Levee is combined with the Keystone Trail pedestrian embankment from L Street to approximately 15,000 feet downstream. The Levee parallels the Big Papillion Creek until it turns east at Copper Creek. The Levee is not federally constructed and does not have an Operation and Maintenance (O&M) Manual. The proposed compost facility will include: o OMA-GRO Building (pre-engineered metal building approximately 6,000 square feet). o Scale. o Stormwater Basin (including clay liner and 8-inch-thick concrete pad) with cast-inplace retaining walls (up to 7 feet wall height). o Septage Receiving (5 feet deep pit surrounded by a 12-inch-thick concrete pad) with cast-in-place retaining walls (up to 2.5 feet wall height). o Access drive consisting of 7 to 9 inches of concrete paving. o Rock surfacing for non-structural/non-paving areas (14-inch-thick) New site utilities will include: o Sanitary sewer lines (6-inch and 8-inch diameter) with invert elevations ranging from approximately Elevation 986.9 to 1004.2 feet. o Sanitary sewer manholes (SS-MH-1 through SS-MH-5) with invert elevations for the sanitary sewer manholes ranging from approximately Elevation 988 to 1003 feet. o Storm sewer lines (12-inch and 24-inch diameter) with invert elevations ranging from approximately Elevation 987 to 991.5 feet. o Storm sewer manholes (SD-MH-1 through SD-MH-4 and SD-C1-1) with invert elevations ranging from approximately Elevation 987.5 to 998.5 feet. o Electrical and fiber optic lines installed at depths of 5 feet below grade including handholes and manholes. o Gas lines installed at depths of 5 feet below grade. o Water lines (2-inch, 3-inch, 6-inch, and 8-inch diameter) installed at a depth of 5 feet below grade. o Light poles, camera poles, and other electrical structures supported on drilled concrete piers. Existing site grades within the proposed development area on the north side of the Blood Creek range from Elevation 1,000 to 1,011 feet. Grading will be completed in the area to establish site grades between Elevation 997 and 1,012 feet. Proposed cut and fill thickness at each structure location are provided below: o OMA-GRO Building - 5 to 6 feet of fill. o Scale - 1 to 2.5 feet of fill. o Stormwater Basin - 8 feet of cut to 3 feet of fill. o Septage Receiving Pit - 1 to 3 feet of cut. Proposed grading at access drive will require up to 3 feet of cut and 4 feet of fill. An existing baseball complex will be removed including removal of all above-ground structures and removal of below-ground water, sanitary, storm, and electrical utilities. The water and sanitary lines will be capped at the main. An approximately 10-foot-long section of storm sewer will be plugged and abandoned in place beyond the removed sections of storm sewer. The proposed Omaha Compost Facility consists of the following improvements: o Pre-engineered Metal Building (OMA-GRO) (approx. 6000 sq.ft) and Scale Sales o Stormwater Basin (12-inch thick concrete basin) o Septage Receiving Pit (5 foot deep concrete pit surrounded by a 12-inch thick concrete pad) o 14 inches of rock surfacing for non-structural/non-paving areas A overall site plan is provided as Figure 1 and boring locations are provided as Figure 2. Plans and specifications for the proposed Omaha Compost Facility are provided in the appendices of the technical review submittal. The existing baseball complex will be removed including removal of all above-ground structures and removal of below-ground water, sanitary, storm, and electrical utilities. The water and sanitary lines will be capped at the main. An approximately 10-foot-long section of storm sewer will be plugged and abandoned in place beyond the removed sections of storm sewer. The pre-engineered metal building will be supported on shallow spread footings. The light poles will be embedded into 3-foot diameter drilled concrete piers. Electrical, fiber optic, gas, storm sewer (12-inch and 24-inch), and sanitary sewer (6-inch and 8-inch) utilities will be installed at depths of 5 to 13 feet below grade. Water lines (2-inch, 3-inch, 6-inch, and 8-inch) will be installed at a depth of 5 feet below grade. The proposed access drive will have 7 to 9 inches of concrete paving over a compacted subgrade. Remaining portions of the non-structural areas on site will be surfaced with 14 inches thickness of crushed rock. Existing site grades within the proposed development area on the north side of the blood creek range from Elevation 1,000 to 1,011 feet. Grading will be completed in the area to establish site grades between Elevation 997 and 1,012 feet. Proposed cut and fill thickness at each structure location are provided below: . o Pre-engineered Metal Building (OMA-GRO) and Scale Sales - Minimal cut and about 6 feet of fill. o Stormwater Basin - About 8 feet of cut and minimal fill. o Septage Receiving Pit - About 3 feet of cut and fill. A grading plan and site Plan with cross-sections (CS-1, CS-4, CS-5, Scour Hole/Plunge Pool) is provided as Figure 3. It is assumed that grading along the access drive will require less than 1 foot of cut or fill. The sanitary sewer lines (6-inch and 8-inch) and the storm sewer lines (12-inch and 24-inch) are proposed. Some portions of the sanitary and storm sewer lines are in within the levee critical zone. The invert elevations for the sanitary sewer lines will range from approximately Elevation 980.4 to 1004.20 feet. The invert elevations for the storm sewer lines will range from approximately Elevation 987 to 991.5 feet. The sanitary sewer manholes (SS-MH-1 through SS-MH-5) and the storm sewer manholes (SD-MH-1 through SD-MH-4 and SD-C1-1) are proposed. Some of the sanitary and storm sewer manholes are within the levee critical zone. The invert elevations for the sanitary sewer manholes will range from approximately Elevation 988 to 1003 feet. The invert elevations for the storm sewer manholes will range from approximately Elevation 987.5 to 998.5 feet.
