A VTA-consistent local travel demand model to support long-range transportation planning and ensure consistency with regional modelling frameworks. A simulation-based evacuation plan designed to enhance wildfire readiness, reduce clearance times, and support operational decision-making during emergencies. The following tasks reflect both transportation modelling and emergency planning objectives. While the Town seeks a comprehensive proposal, firms are encouraged to apply even if they do not meet every technical specification listed. Proposals should clearly identify any tasks to be subcontracted or approached differently and describe any alternative qualifications, methodologies, or deliverables that would still support successful project outcomes. Question Deadline 07/22/2025 at 12:00 PM PT Any questions by the Proposer regarding this RFP or the project must be submitted online. Questions received after the date and time stated above will not be accepted and will be returned to sender/s without response. There will be no pre-proposal conference or site tour for this Request for Proposals. Prospective bidders are encouraged to perform independent site tours. The initial term of this Agreement is anticipated to be for One (1) year period beginning September 2025, with options to renew the Agreement for up to One (1) additional one-year term on mutually agreed terms made by the Town and successful Proposer. Maximum allowable term for any agreement is five (5) years. It is understood that the Town will have suffered damage by virtue of said breach; and it being impractical and unfeasible to determine the amount of actual damage, it is agreed that the Contractor shall pay the Town, as fixed and liquidated damages, and not as a penalty, the sum of $100.00 for each calendar day during which the Contractor is found to have been in noncompliance. Such monies may be recovered from the Contractor and its Surety. The Town may deduct any such damages from monies due the Contractor. The Town reserves the right to disregard excessive or non-responsive content in the evaluation process. The Town reserves the right to: Make the selection based on its sole discretion; Reject any and all Proposals; Issue subsequent Requests for Proposals; Postpone opening Proposals for its own convenience; Remedy errors in the Request for Proposals process; Approve or disapprove the use of particular subconsultants; Negotiate with any, all, or none of the Proposers regarding project scope; Accept other than the highest ranked Proposal; Waive informalities and irregularities in the Proposals; and/or Enter into an agreement with another Proposer in the event the originally selected Proposer defaults or fails to execute an agreement with the Town. An Agreement shall not be binding or valid with the Town unless and until it is executed by authorized representatives of the Town and of the Proposer.
