This federally funded project will install four (4) new backup generators at the Anton Anderson Memorial Tunnel in Whittier, Alaska (two at the Bear Valley portal, two at the Whittier portal) to allow the tunnel to operate under normal and emergency conditions during prolonged power outages. Work includes diesel fuel tank systems, support pads, sitework, control systems, electrical systems, and other incidental work. The Engineers Estimate is between $5,000,000 and $10,000,000 All work shall be completed in -N/A_- Calendar Days, or by December 15, 2026 To be responsive, a bid must include a bid guaranty equal to 5% of the amount bid. The apparent successful bidder must furnish a payment bond in the amount of 100% of the contract and a performance bond in the amount of 100% of the contract as security conditioned for the full, complete and faithful performance of the contract A bidder requesting assistance in viewing the project site must make arrangements at least 48 hours in advance. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Project No.: 0496(13) New standby generators at both entrances of the Whittier Tunnel are being installed to provide 48 hours of continuous power during a power outage. The project scope of work includes installing four 500 kW emergency diesel generators, two at each portal entrance. Each generator will be housed in factory-built, weather-proof, sound-attenuating enclosures and include a sub-base 1,900-gallon fuel tank. The scope of work at each portal also includes electrical upgrades, a buried and above grade electrical tiein, construction of a reinforced concrete pad foundation and 6-inch apron slab sloped for positive drainage away from the fuel tanks, and installation of bollards. A bermed retaining wall will be constructed for avalanche protection at the Whittier Portal. Bear Valley Portal: The generators will be located south of the portal structure. The electrical service from the generators will be routed towards the mountain along the south of the portal structure, over the tunnel and behind the portal structure into the electrical room. Whittier Tunnel Portal: The Whittier Portal is located at the bottom of a steep mountain and is susceptible to impacts from avalanches. The generator location is within the avalanche run out zone. Avalanche protection will be provided in the form of a bermed retaining wall that will deflect snow around the generators. A precast concrete gravity block will be used for the retaining wall to a height of 8-ft. A sloped berm will be provided behind the wall that will add mass and form the diverting shape. The generators will be situated near Chugach Electric Association's underground primary voltage vault and drainage swale. The drainage swale will be rerouted to accommodate the generator footprints. The electrical service from the generators will be routed towards the mountain along the south side of the portal structure, over the tunnel and behind the portal structure and into the electrical.
