Demolition and site work for a mixed-use development in Portland, Oregon. Completed plans call for the demolition of a 6,458-square-foot pre-engineered storage facility; for site work for a pre-engineered storage facility; municipal facility; and municipal facility.

The Oregon Department of Transportation (i 1/2 ODOT i 1/2 or i 1/2 Agency i 1/2 ) is seeking 1 qualified Contractor to demolish the office and storage buildings located at 12348 N. Center Ave., Portland, OR 97217. Discipline Type: Trade Services Procurement Method: Competitive Sealed Bid Deadline for questions or requests for clarification 7/11/2025 ASBESTOS SUMMARY The buildings were inspected by PBS Asbestos Hazard Emergency Response Act (AHERA) accredited inspectors to determine the presence and location of asbestos-containing materials (ACMs). Samples of building materials, suspected of containing asbestos, were collected and submitted under chain of custody to Eurofins LabCor PDX of Portland, Oregon, for polarized light microscopy (PLM) analysis. The following materials were found to contain asbestos: Remnant thick felt duct seam tape in the first floor mechanical room. PBS did not observe this tape outside of the mechanical room and most ductwork observed on the first floor was newer. ACM duct tape may be present in inaccessible wall and ceiling cavities. Various vinyl floor tiles and black mastic on concrete or wood. Floor tiles and black mastic tested positive based on mixed results. ACM floor tiles and mastic are covered by non-ACM carpet or sheet flooring in almost all areas. Remnant black floor tile mastic on concrete or wood. Black mastic tested positive based on mixed results. ACM black mastic is present below non-ACM carpet or sheet flooring in all areas. Refer to the attached bulk sample inventory for additional information on each sample collected Scope: o Work covered by this contract consists of abatement, demolition, removal, and legal disposal of all building structures, equipment, and materials enclosed in areas labeled as "to be removed" on the project plans. Demolition, removal and legal disposal work includes the following, but is not limited to: 1. All exterior and interior walls, roofs, ceiling and suspension systems, and flooring systems. 2. All electrical, plumbing, and mechanical elements, including piping, conduits and any other related devices; 3. All doors, frames and associated hardware; 4. All furnishings, utilities, equipment and fixtures, and abandoned materials of all kinds; 5. Unsuitable or extraneous materials, such as abandoned furnishings and equipment, and debris such as rotted wood, rusted metals and deteriorated concrete; 6. Footings and/or foundations, if any; 7. No attempt is made in this outline to list the entire scope of the demolition required or to describe each element to be removed. It is the responsibility of the Contractor to make their own determination as to the scope and nature of the existing materials, equipment and finishes required for removal, based on the information provided. o Decommission underground heating oil tank located by the office building main entrance to the west side of the building. Decommissioning shall be in accordance with all legal and regulatory requirements. o Remove 2 (two) 4-ton heat pump outdoor units, installed in 2018. These and complementary equipment may be salvaged at the contractor's option. o Provide comprehensive asbestos and lead-based paint survey reports prior to abatement activities start. Although a survey report for Asbestos Containing Materials (ACM) and leadbased paint inside the office building is available as part of the project documentation, this report is only provided as a courtesy and is not intended to be comprehensive, as suspect materials may be present in concealed or other exposed areas. It is the contractor's sole responsibility to identify, abate, and legally dispose of all hazardous materials. o Obtain and pay for all public and private locates as required for the project. o ODOT will coordinate with the Portland Water Bureau to disconnect potable watservicing the site, and water mains will be sealed at their location. Contractor shall remove or cap all private plumbing as required for the buildings' demolition work. o Coordinate with Portland Water Bureau and City of Portland as needed for sewer and stormwater piping termination. o Install erosion and sediment control Best Management Practices (BMP's) during demolition.o Establish permanent vegetation within the limits of the demolished areas after demolition. All exposed soils are to be stabilized at suitable slopes and hydroseeded to prevent erosion. o Parking lot and sidewalks are out of scope.
