Site work for a water / sewer project in Roanoke, Texas. Completed plans call for site work for a water / sewer project.

The Project scope includes, but is not limited to, the following major work items: Design, fabrication, assembly, shipment, installation support, testing, training, startup and warranty of a Drum Screening system, to be used as fine screening, post coarse screening, to protect the integrity of the downstream membrane bioreactor (MBR) system at the Denton Creek Regional Wastewater System. The equipment, material, ancillary systems, instrumentation, analyzers and services specified shall be designed, integrated and provided as a cohesive and fully functional system by a single Original Equipment Manufacturer (OEM). Provide design support services to Engineer during the design development phase of the TRA DCRWS Treatment Plant Expansion to 24.4 MGD project for the Owner to bid the project. All requirements of this Preselection Package to be performed by the System Supplier will be included as part of an overall construction project to be competitively bid by general contractors in (2026). The Authority acknowledges that the pricing data provided by Proposers are estimates, and that final pricing will be determined in the bid award to a general contractor. Scope: 1. CONTRACTOR shall provide all labor, materials, equipment, and incidentals as shown, specified, and required to furnish and install anchor systems. 2. This Section includes all anchor systems required for the Work, but not specified under other Sections. Scope: 1. The Contractor shall furnish and install separately enclosed low voltage adjustable frequency drives, together with appurtenances, complete and operable, as specified herein and as shown on the Contract Drawings. For the purpose of this Specification, the terms AFD, ASD, VFD and Inverter are synonymous. B. All equipment supplied under this Section of the Specifications shall be products of the same Manufacturer and shall be contained in one single submittal. Partial submittals will be returned unreviewed. Submittals shall also contain information on related equipment to be furnished under this Specification but described in the related Sections listed in the Related Work paragraph herein. Incomplete submittals not containing the required information on the related equipment will also be returned unreviewed. C. Equipment specified in the Process Equipment Division and supplied as an integral part of a process equipment manufacturer's package, but referred to this Section for component details, shall be submitted with the manufacturer's package submittal under the Process Equipment Sections. D. The minimum requirements for functionality, and control and alarm inputs and outputs, are specified herein. Additional requirements shall be as specified in the Process Equipment Division, Instrumentation Division Equipment, Mechanical Division Equipment and the Contract Drawings. E. The AFD manufacturer shall coordinate with the motor manufacturer for the motor being furnished and shall provide a certification that the AFD is suitable for the application. A. The CONTRACTOR shall procure the services of a pre-qualified Process Control System Integrator (PCSI) to furnish all equipment, materials, labor and services, except for those specifically noted otherwise, required to achieve a fully integrated and operational Process Control System (PCS) as specified herein, in other specification sections listed below and as depicted in the contract drawings. The PCSI shall have the qualifications required herein. B. Throughout the Sections of Division 40 pertinent to the Process Control Systems, the term CONTRACTOR shall refer to the General Contractor. C. The PCSI shall procure the services of an Application Services Provider (ASP) for all work as specified in Application Services under Division 40. The ASP shall the have qualifications required herein. The ASP shall coordinate with CONTRACTOR, OWNER, ENGINEER and PCSI, for scheduling, installation, testing, startup and training services D. Items specifically excluded from the PCSI's scope of work, but included within the ASP's scope of work, include the following: 1. Programmable Logic Controller (PLC) programming, testing of PLC logic, and startup, testing and training activities associated with the programmed PLC applications. 2. Human Machine Interface (HMI) graphics development, HMI software configuration, database development, historical database development, related software applications, and startup, testing and training activities associated with the configured SCADA system. 3. Operator Interface Terminal (OIT) graphics development, OIT software configuration, startup, testing and training activities associated with the configured portions of the OIT system. 4. Historian programming to add historical data collection, trending, and calculations. E. All bidders shall visit the site of the project prior to submitting a bid and satisfy themselves as to any question that they may have relating to existing equipment to be modified, as to condition or construction. F. The PCSI's work shall include furnishing, installing, testing, and placing into operation the equipment and materials detailed in all of Division 40. G. Requirements specified in this Section apply to all equipment specified in the above Sections, unless otherwise stated. In the case of a conflict, the most stringent requirements shall prevail. H. The PCSI shall coordinate with the CONTRACTOR, OWNER, ENGINEER and ASP, for all scheduling, installation, testing, startup, and training services. I. The PCSI shall be responsible to verify and furnish the latest versions of all software and firmware utilized for the intelligent devices specified in the related specifications. The PCSI shall confirm the versions and submit an itemized listing of all such devices within each control panel furnished prior to the Operational Readiness Test (ORT) as specified in Section 40 6121, Process Control System - Testing. J. The PCSI shall furnish all labor, materials, and equipment required to provide, install, test, and make complete and operational the Process Control System as specified herein and as depicted in the Contract Drawings. K. Instrumentation specified in other Divisions shall meet the requirements of the Instrumentation and Controls Sections of Division 40. L. The PCSI shall coordinate their construction schedule and Instrumentation and Controls interface with the suppliers of Instrumentation and Controls equipment specified under other Divisions. M. The CONTRACTOR shall coordinate, and schedule all required testing with the OWNER, ENGINEER, PCSI, and ASP. N. The work shall include furnishing, installing, and testing the equipment and materials detailed in the following sections: Section Title 40 61 00 Process Control and Instrumentation Systems - General Provisions 40 6121 Process Control System - Testing 40 6126 Process Control System - Training 40 61 93 Process Control System - Input Output List 40 61 96 Process Control Descriptions 40 62 00 Computer Hardware and Software 40 6300 PLC Hardware and Software 40 6600 Network Equipment 40 6700 Control Panels and Components 40 67 63 Uninterruptible Power Supplies O. PCSI shall submit network switch schedules for any modifications to existing switches and for all new switches. P. PCSI shall provide network equipment as indicated on the drawings and specifications. Q. The work of this project includes, but is not necessarily limited to, the following: 1. General a. Make connections, including field connections and interfacing between instrumentation, controllers, control devices, control panels and instrumentation furnished under other Divisions. b. Integrate equipment furnished as a part of other Divisions, and shown on the Contract Drawings, into the overall Instrumentation and Control System according to the requirements of instrumentation sections of Division 40. c. Make wiring terminations for all field mounted instruments furnished and installed under other Divisions, including process instrumentation primary elements, transmitters, local indicators and control panels. Install vendor-supplied cables specified under other Divisions. d. Include auxiliary and accessory devices that are necessary to perform the intended system operations, or to interface with existing equipment or equipment provided by other suppliers under other Sections of these specifications, shall be included whether or not they are shown on the Drawings. These devices include, but are not limited to, transducers, current isolators, signal conditioners, interposing relays, and media or protocol converters. e. System design shall allow for removal of individual devices from service without disrupting other unrelated devices in service. f. Equipment shall be fabricated, assembled, installed, and placed in proper operation in conformity with detail drawings, specifications, engineering data, instructions, and recommendations by the equipment manufacturer as approved by ENGINEER. g. Actual installation of the system need not be performed by the PCSI employees; however, the PCSI shall provide on-site technical service without disrupting other unrelated devices in service. h. Equipment shall be fabricated, assembled, installed, and placed in proper operation in full conformity with detail drawings, specifications, engineering data supervision of the installation. i. Furnish equipment which is the product of one manufacturer to the maximum extent possible. Where this is not practical, all equipment of a given type shall be the product of one manufacturer. j. All materials, equipment, labor, and services necessary to achieve the monitoring and control functions described herein shall be provided in a timely manner so that the monitoring and control functions are available when the equipment is ready to be placed into service. k. Provide all instrumentation relocation work associated with the relocation of equipment for the existing and new facilities, including disconnecting all existing wiring and conduits and terminating, calibrating, and placing into service the relocated equipment. l. Coordinate the sequence of demolition with the sequence of construction to maintain plant operation in each area. Remove and demolish equipment and materials in such a sequence that the existing and proposed plant will function properly with no disruption of treatment. m. Modifications to existing instrumentation and control systems as required to new and existing equipment to maintain the plant in operation. n. The work shall include furnishing, installing, terminating, and testing of all fiber optic data communications cables and related materials as detailed under specification Section 40 6633, Fiber-Optic Communication Cabling and Connectors. o. Furnish all fiber optic and specialty cable systems necessary to make the correct connections to the fiber optic patch panels (FOPPs) as shown in the Contract Drawings. The PCSI shall coordinate the termination and labeling of all fibers within Fiber Optic Patch Panels. p. Install the fiber optic cables in accordance with the Manufacturer's installation instructions. Review and coordinate the conduit and/or raceway layout and construction sequencing, prior to installation, with the cable manufacturer to ensure conduit and or raceway compatibility with the systems and materials being furnished. q. Testing 1) Refer to Section 40 6121, Process Control System -Testing. 2) Provide pre-functional investigation and testing of all field input/output signals circuits associated with PLC modifications of this project. Pre-functional testing is intended to document the existing system's functionality of field circuits and connected equipment prior to any modifications required by this project. 3) Provide factory testing of all PCS HMI and PLC modifications in the form of hardware and software tests. Software tests using simulation environment consisting of PLC application software and running a copy of the HMI application on a development system at the factory is acceptable. 4) Provide field testing on all PCS, HMI and PLC modifications to demonstrate that the entire instrument and control system is operating and performing as required and is in compliance with these Specifications. r. Field PLC Panel Drawings 1) Provide as-built panel drawings for all PCS modifications within this project including, panel layout, power wiring schematics, network connectivity, and input/output card wiring drawings. PCSI shall include sufficient time to investigate and create drawings for existing PLC enclosures that are only scheduled for PLC rack replacements. s. Programming Requirements Documents (PRD) 1) PCSI shall coordinate with ASP to complete and submit full PRD documents for each PLC modification within this project based on the field input/output lists provided herein, control descriptions, and the existing PLC and HMI programs. 2. New Drum Screens and Centrifuges a. PCS Network 1) Provide network connection to the process system PLC panel. b. PCS Controls 1) Coordinate with vendor supplier to fully test and confirm functionality with PCS HMI and PLC systems. c. HMI 1) Provide HMI interface with process system. d. Field Instrumentation 1) Vendor supplied instrumentation.
