The project includes the following work: Replacement of approximately 10,473 lineal feet of water mains with 6inch PVC mains, 18 fire hydrants; and all related appurtenances, along the following segments within the western portion of the corporate limits of the Village of Findlay in Shelby County: North 2nd Street, from Park to Wright Streets; North Vine Street, from North 1st to 3rd Streets; Park Street, from North 1st to South 2nd Streets, with a western spur midway; Bates Street, from South 2nd to South 3rd Streets; South 1st and 2nd Streets, from Mauzey to Wright Streets; South 3rd Street, from Wall to Bates Streets; South 4th Street, from Wright to Wall Streets, Main Street, from South 2nd Street, to a point parallel with the ends of South 4th Street, with an eastern spur midway; and Wright and Wall Streets, from Division to 4th Streets A certified check or bank draft, payable to the order of Village of Findlay, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. This project is funded in whole or in part with grant funds from the Community Development Block Grant (CDBG) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Specifically, the Contractor shall complete and return the Intent to Comply with Section 3 Requirements with their submitted Bid. Buy America Preference Certification - The Build America, Buy America Act (BABA) requires that products purchased in connection with infrastructure projects funded by Federal financial assistance programs must be produced in the United States. Currently, the following products used in Federally funded infrastructure projects must be produced in the United States: o Iron and steel; o Specifically listed Construction Materials: o Metals other than iron or steel (nonferrous metals) o Lumber o Composite building materials o Plastic and polymerbased pipe and tube (e.g., PVC pipe) Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214]. The Village of Findlay reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the Village of Findlay for a period not to exceed 30 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. Question Deadline 07/31/2025 Every request for such an interpretation shall be made in writing to the Local Public Agency. Any inquiry received seven or more days prior to the date fixed for opening the Bids will be given consideration. MBE (4.0%), WBE (6.9%) The work included under these contracts shall consist of a water main replacement project for the Village of Findlay. The bids as given in the proposal shall include all labor, equipment, utilities, materials, services and appurtenances necessary for the construction of the water distribution system expansion in place, ready for use. The location of the work is shown on sheet 2 of the plans and lies in Shelby County. The work consists of 6" diameter water line, clean up, seeding, mulching, location markers, and appurtenances.
