PURPOSE: The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to perform roof restoration of the flat sections on the Traffic Operations Administration Building and the Facility's Garage located at Reon Drive, Virginia Beach, Virginia 23464 as specified herein using brand name or equivalent products. On May 19, 2025, a comprehensive thermographic infrared imaging assessment was conducted of the existing roof system on the Administration Building and the Garage which consist of .060 Firestone EPDM resting on polyisocyanurate insulation without cover board (See Attachment H). The polyiso insulation is attached to the deck with mechanical fasterners. The thermal inspection was performed in accordance with the American Society of Testing and Materials (ASTM) Standard C1153 "Standard Practice for Location of Wet Insulation in Roofing Systems Using Infrared Imaging." This process conforms with Virginia's Construction and Professional Services Manual (CPSM). Prior to this assessment multiple areas of the roof were reported to have experienced leakage, raising concerns about its integrity. The inspection data showed no standing moisture in the assessed roof sections and the roof system were reported to be functioning well; however, due to the age of the roof systems, proper maintenance and restoration need to be performed to prolong their useful life. The inspection report will be made available at the mandatory pre-bid conference. The roof systems on the two building are estimated to be approximately twenty (20) years old. PERIOD OF CONTRACT: From Start Date on Notice to Proceed through four (4) weeks pending weather. Replacement of wet roofing materials as identified in the infrared scan. 3. Cleaning of existing roof system. 4. Application of fabric reinforced tape and base coat to seams, flashings, and penetrations. 5. Application of polyurea base coat to entire flat roof surface. 6. Application of polyurea top coat to entire flat roof surface. 7. Application of polyurea walkway coating with embedded roofing granules
