The Project is to be performed within the City of Mesquite or Town of Bunkerville, Clark County, Nevada. Any Bid received after the time and date specified shall not be considered. Bids must be submitted on the documents provided and must be accompanied by a bid security in the amount of $10,000.00. Bids must be submitted in a sealed envelope plainly marked on the outside of the envelope with the name of the Project, Attn: General Manager, name of Bidder, Bidders address. If the Bid is sent to the District by mail, the sealed envelope containing the Bid must be enclosed in an outer mailing envelope addressed to the District at 500 Riverside Road, Mesquite, Nevada 89027. Pursuant NRS 338.147, NRS 338.1389, and other pertinent provisions of Nevada law, any Bidder seeking to qualify to receive a preference in bidding must submit a Nevada State Contractor's Board Certificate of Eligibility evidencing the preferential status. Said certificate must be attached to and submitted with the Bid. The District reserves the right to reject any and all Bids or to waive any informalities or minor defects in a Bid in the Districts sole discretion, to the extent allowed by law. Any award will be on the basis of the lowest responsible Bidder, unit price, conformance to specifications, Bidders qualifications, full and accurate completion of the Bid documents, the extent to which the District judges the Bid to be in the best interests of the District, and other appropriate factors as may be permitted by Nevada law.
